Saudi Aramco has partnered with Rongsheng Petrochemical Co. to expand the SASREF refinery, boosting Saudi Arabia’s petrochemical capabilities.
Aramco and China-based Rongsheng signed a development framework agreement to expand the SASREF refinery in Jubail Industrial City. This pact builds on their April partnership, in which both entities agreed to establish a joint venture for advancing petrochemical projects in Saudi Arabia and China.
Li Shuirong, chairman of Rongsheng Petrochemical, emphasized the collaboration’s alignment with Saudi Arabia’s Vision 2030 and China’s Belt and Road initiative. He highlighted the Kingdom’s energy resources and Rongsheng’s market competitiveness as key factors for mutual success.
Refinery Expansion Details
The SASREF expansion project focuses on constructing large-scale steam crackers and integrating associated downstream derivatives into the existing refinery. This enhancement aims to meet the growing global demand for high-quality petrochemical products.
Aramco Downstream President Mohammed Al-Qahtani described the agreement as a critical step toward strengthening Aramco’s global downstream portfolio. The expansion supports the Kingdom’s ambition to attract international investment in its refining sector.
The project remains in the pre-front-end engineering design (pre-FEED) stage, with no disclosed cost details.
Broader Global Strategy
Aramco is developing a petrochemical complex in Fujian, China, collaborating with Sinopec and Fujian Petrochemical for completion by 2030. The facility will feature an oil refinery processing 320,000 barrels daily, along with ethylene and paraxylene production units.
Aramco strengthens its global energy leadership through partnerships and operational expansion, supporting worldwide economic growth and strategic development goals.
