Brothers in Arms: How the Makkah Defense Alliance Redefines Collective Deterrence

Saudi Arabia, Türkiye, and Pakistan have decided to activate collective deterrence measures under their Makkah Defense Alliance, in a decisive turning point in Middle Eastern security.

Triggered by escalating threats against the Kingdom’s civilian infrastructure and holy sites, this move marks a pivotal shift in regional self-defense, translating the historic tripartite pact between Saudi Arabia, Türkiye, and Pakistan from symbolic commitments into operational readiness and active military coordination.

Active Deployment

Driving the News: The Makkah Joint Defense Agreement, also known as the Makkah Defense Alliance, agreed on the immediate implemention of the collective defense commitments under the pact, including the rapid deployment of the agreed military forces and capabilities in Saudi Arabia.

The Big Picture: The announcement followed an emergency meeting of the Strategic Political and Defense Committee of the Makkah Defense Alliance on October 5, 2026, in Riyadh to address the Iranian-backed Houthi threats facing the Kingdom.

Why It Matters: The move bolsters readiness, military integration, and collective deterrence against threats, underscoring the Makkah Pact’s unified position and firm commitment to collective defense.

In His Words: “The Emergency Meeting of the Strategic Political and Defense Committee under the Makkah Alliance for Defense reaffirmed the solidarity and unity of our countries in confronting the heinous attacks against the Kingdom and the holy sites. The committee agreed to activate collective deterrence measures within the framework of the Alliance in response to the attacks and all those responsible for them.” – Prince Khalid bin Salman, Saudi Arabia’s Defense Minister.

Rejecting Attacks on Saudi Arabia

The Context: The Iranian-backed Houthi militia has escalated attacks against the Kingdom’s civilian and energy facilities, including attempts to target the Holy City of Makkah and the Prophet’s City of Madinah. This escalation came in light of a counteroffensive launched by the Yemeni Armed Forces, and backed by the Saudi-led Coalition to Restore Legitimacy in Yemen, to recapture the remaining territory held by the Houthis.

State of Play: In a joint statement, the Makkah Defense Alliance parties strongly condemned the attempted attacks on Makkah and Madinah, as well as the continued targeting of Saudi cities and civilian and economic facilities, categorically rejecting any attack or threat against the Kingdom’s security and territorial integrity. Türkiye and Pakistan also commended the vigilance and professionalism of the Saudi Armed Forces in countering the threats and safeguarding the Kingdom’s security.

The Collective Power: What Does Makkah Alliance Bring?

Between the Lines: Signed on August 7, 2026, the Makkah Defense Alliance stipulates that “any armed attack against any one of the three states shall be regarded as an attack against them all.”
