In a critical moment for regional security, the military chiefs of Saudi Arabia, Türkiye, and Pakistan convened in Riyadh to bolster military readiness, coordination, and collective deterrence.
Within the framework of the Makkah Joint Defense Agreement, Türkiye and Pakistan have reiterated their unwavering commitment to supporting the Kingdom against any threats to its security, sovereignty, or territorial integrity. In light of this, the pact’s three member states have taken practical steps to turn their alliance from diplomatic pledges to operational execution.

Driving the News: Saudi Arabia’s Chief of the General Staff, General Fayyad al-Ruwaili, held a high-level meeting in Riyadh with Turkish Chief of General Staff Selçuk Bayraktaroğlu and Pakistani Army Chief Field Marshal Asim Munir on Friday, September 25, 2026, according to the Saudi Defense Ministry.

The Big Picture: The defense chiefs and chiefs of staff of the Makkah Defense Alliance’s member states met against the backdrop of the escalating Houthi threats against Saudi Arabia. They discussed ways to advance trilateral military cooperation to boost deterrence and collective defense. Defending the Kingdom
Between the Lines: Following the Makkah Alliance’s summit, Saudi Defense Minister Prince Khalid bin Salman held discussions with Pakistan’s Army Chief Asim Munir, during which they praised the outcomes of the Chiefs of Staff meeting.
Moreover, they discussed attacks against Saudi Arabia’s civilian and energy facilities, as well as attempts to target the Holy City of Makkah. The two officials emphasized the need to continue joint action to confront these threats under the Makkah Defense Pact.
The Backstory: The Iranian-backed militias have escalated attacks against the Kingdom. Houthi drones and missiles targeted civilian and energy infrastructure facilities in Abha, Khamis Mushait, Jazan, Najran, Yanbu, Taif, and Riyadh. The terrorist militia also attempted to target Makkah, the holiest city in Islam. Moreover, Iranian-backed militias in Iraq attacked the East-West Pipeline in the Madinah and Makkah regions earlier in September.
Steadfast Solidarity
State of Play: Türkiye and Pakistan have reiterated their firm support for Saudi Arabia in defending its sovereignty and national security against external threats. The leaders of both countries leveraged their participation in the 81st session of the UN General Assembly (UNGA) to reaffirm their positions and commitment to the Makkah Defense Alliance.
What They Said: “The attempted drone attack on the holy city of Makkah al-Mukarramah has outraged Muslims across the globe. Any threat to safety and sanctity… is a red line that must never be crossed. No Muslim can even dare to think of committing such a heinous (act).” – Mohammed Shehbaz Sharif, Pakistan’s Prime Minister.

Makkah Alliance: An Integrated Defensive Shield
Flashback: On August 7, Saudi Crown Prince and Prime Minister Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistani Prime Minister Mohammed Shehbaz Sharif signed the Makkah Joint Defense Agreement. The pact establishes that “any armed attack against any one of the three states shall be regarded as an attack against them all.”
Looking Ahead: On September 23, the Makkah Defense Alliance appointed Pakistani Lieutenant General (retired) Nauman Mahmood as the first Secretary-General to serve a three-year term in the alliance’s Riyadh-based General Secretariat.
Zoom In: The Makkah Defense Alliance creates a collective security umbrella, merging the economic power and regional influence of Saudi Arabia, the technological innovation of Türkiye, and the military and nuclear capabilities of Pakistan to build an integrated defense architecture that supports long-term regional stability.
What to Watch:
In a demonstration of this partnership in action, a new batch of 30 Royal Saudi Naval Forces personnel has completed training on Bayraktar Akıncı unmanned combat aerial vehicles, known as Al-Raad (Thunder). This included 15 pilots and 15 trainee mechanics and electronics specialists.
The training took place at Türkiye’s Baykar Çorlu Flight Training and Test Center, as part of ongoing efforts to boost readiness and develop capabilities in the field of unmanned systems.
The program is part of a 2023 agreement between the Saudi Defense Ministry and Baykar to localize manufacturing of the Akıncı Unmanned Combat Aerial Vehicle (UCAV) inside the Kingdom.
