Leadership at a Defining Moment: Sheikh Turki Al-Otaishan in Ras Tanura’s Formative Years
Located on Saudi Arabia’s eastern Gulf coast, Ras Tanura stands out as one of the Kingdom’s most strategically significant energy hubs.
The year 1945 marked a defining milestone in the history of Ras Tanura, when Sheikh Turki Al-Otaishan was appointed its first Emir, formalizing leadership at a pivotal moment when the city was rapidly becoming an industrial hub.
The small city boasts one of the world’s largest oil export terminals, the Kingdom’s biggest refinery as well as the largest oil shipping port in the world.
Growing Industrial Hub

Yousef Al-Mulla, a former manager at Saudi Aramco, said that Ras Tanura once served as the home and starting point for thousands of the company’s earliest Saudi employees, who laid the foundations of what would later become the world’s largest oil and gas enterprise.
Following the discovery of oil in the Dammam Well in Dhahran, Saudi Arabia moved swiftly to establish the infrastructure needed to export this petroleum wealth to global markets.
The completion of the project in 1939 marked a significant milestone in the Kingdom’s modern history with King Abdulaziz Al Saud personally inaugurating the project.
The King personally turned the valve that allowed crude oil to flow into the first tanker bound for international markets.
Emirate of Ras Tanura
In 1945, Ras Tanura refinery project was successfully completed, marking another remarkable milestone in the growing expansion of the Saudi oil industry.
In the same year, the Emirate of Ras Tanura was officially established with steady steps to become a major administrative and residential hub.

Sheikh Turki Al-Otaishan was appointed as the first Emir of Ras Tanura, assuming this prestigious position at a pivotal moment in the history of the city.
Under his leadership, Ras Tanura emerged as a symbol of Saudi ambition and progress.
In early 1947, King Abdulaziz Al Saud also made a second historic visit to Ras Tanura, touring the refinery and port facilities to inspect the progress of operations.
