SDAIA Enhances Digital Transformation of “Makkah Route Initiative” in Istanbul

The Saudi Data and Artificial Intelligence Authority (SDAIA) is strengthening the digital transformation of the “Makkah Route Initiative” at Istanbul Airport by implementing an integrated, data-driven system alongside simplified procedures.
Pilgrims are now able to complete all required processes in their country of departure through a unified digital platform. This includes verifying personal data, collecting biometric information, and issuing Hajj permits electronically—improving efficiency and significantly reducing waiting times.
SDAIA is responsible for developing and operating the technical infrastructure that connects all participating entities within a single digital ecosystem. This integration ensures data accuracy, simplifies workflows, and enables real-time decision-making.

Advanced technical integration also supports smart services, particularly baggage coding and electronically linking luggage to pilgrims’ accommodations. As a result, baggage can be transported directly without the need for collection upon arrival, demonstrating a practical use of data and artificial intelligence to enhance the pilgrim experience through high-quality services.
Now in its eighth year, the initiative is implemented by the Ministry of Interior in collaboration with several entities, including the ministries of foreign affairs, health, Hajj and Umrah, and media, as well as the General Authority of Civil Aviation (GACA), the Zakat, Tax and Customs Authority (ZATCA), SDAIA, the General Authority for Awqaf (GAA), the Pilgrim Experience Program, and the General Directorate of Passports, in partnership with stc Group as the digital enabler.
Since its launch in 1438 (2017), the initiative has served a total of 1,254,994 pilgrims.
