The Gulf Cooperation Council (GCC) General Secretariat has announced plans to establish the “Gulf Youth Council” , a groundbreaking initiative to engage young people in shaping regional policies and advancing Gulf integration. Secretary-General Jasem Mohamed Al-Budaiwi revealed the proposal during celebrations marking Gulf Youth Day at the GCC headquarters in Riyadh.
GCC Youth Council: A New Era of Inclusion
Al-Budaiwi explained that the council aims to create a permanent platform within the GCC framework, uniting youth voices across member states. Adding that its primary goals include addressing challenges faced by Gulf youth, proposing joint initiatives in education, innovation, and digital citizenship, and submitting policy recommendations to Gulf leaders.
Twelve talented youth from GCC nations were honored at the event, themed “Gulf Youth: Creativity, Leadership, Achievement”. Attendees included Kuwait’s Minister of Information and Culture and Minister of State for Youth Affairs, Abdulrahman Badah Al-Mutairi, and Saudi Deputy Sports Minister Bader bin Abdulrahman Al-Kadi.
Council’s Strategic Goals
Al-Budaiwi emphasized the council’s role in fostering entrepreneurship, volunteerism, and technological advancement. He highlighted youth-led achievements in AI, fintech, and environmental advocacy, noting their growing influence in regional and global forums.
GCC youth continue to pioneer initiatives in digital economies, arts, and sustainable development. Their projects align with national visions like Saudi Arabia’s Vision 2030, enhancing quality of life and driving inclusive growth.

Al-Budaiwi praised member states for funding entrepreneurship programs, innovation hubs, and flexible regulatory frameworks. These efforts have cultivated a thriving ecosystem for young leaders.
The GCC Secretariat pledged continued collaboration with member states to expand youth-focused programs. By empowering young innovators, the council seeks to strengthen Gulf unity and secure a prosperous future.
