Gulf Cooperation Council Reveals its Vision for Regional Security

On Thursday, the Gulf Cooperation Council (GCC) announced its vision for regional security, in the presence of Jassim Al Budawi, Secretary-General of the Council, and representatives of Gulf foreign ministries, regional and international countries as well as organizations.

The most important item was supporting efforts to activate the Arab Peace Initiative and international efforts for a just solution to the Palestinian issue. This includes adhering to the two-state solution and relevant international resolutions, ending the Israeli occupation, withdrawing to the 1967 borders, establishing a Palestinian state with East Jerusalem as its capital, ensuring refugee rights, and halting attempts at demographic change and erasing Arab identity.

It also involves continuing pressure on the international community for decisive action, warning that lack of initiatives to reach solutions destabilizes the region and justifies extremism and violence.

Al-Budaiwi explained that “this vision is not just strategic plans and goals, but rather a covenant between us to build a common future. Let us all be partners in drawing a road map towards a future filled with security, safety, stability and prosperity.”

He stressed: “The security of the GCC states is an indivisible, especially in light of the instability that the region and the world is witnessing; this is linked to the principle of common destiny. Besides, the political, military and security integration between its countries has contributed to the establishment of security, stability and economic prosperity.”

In an interview with the media, Al-Budaiwi expressed the council’s pride in what GCC has achieved in terms of  political, economic, social and media integration, and today the Council has dedicated this vision to present to the international community its achievements in terms of our security integration.

He revealed that Gulf unity is a major element and a clear article in the statute of the Council.” Cooperation is a goal all countries aspire to.

During the announcement, which took place at the headquarters of the General Secretariat in Riyadh, Abdulaziz Al-Awaishiq, the Assistant Secretary-General for Political Affairs and Negotiations of the Gulf Cooperation Council, moderated a dialogue session with those concerned in the foreign ministries of member states. During the session, they discussed aspects of the vision, amid a large presence and interaction of experts, specialists and the media.

 GCC’s Vision

– Building on the efforts of the GCC countries to resolve differences through negotiations, diplomatic means and dialogue, and not resorting to force or  threat

– Intensifying efforts to have an effective leadership role to spare the region the repercussions of wars, address regional crises, exert good offices, support mediation efforts, demand the implementation of relevant Security Council resolutions, preserve the sovereignty, unity and security of the countries of the region, and confront foreign interference.

– Supporting international and regional efforts to preserve the non-proliferation system and make the Middle East, including the Gulf region, free of weapons of mass destruction.

– Strengthening internal capabilities, deepening regional, international partnerships, and supporting cooperation mechanisms at the regional and international levels. This will enhance the concept of linking strategic interests in order to maintain maritime security and waterway security.

– Guaranteeing the right of countries to use nuclear energy for peaceful purposes, within the framework of international agreements and adherence to nuclear safety standards.

– Strengthening efforts to combat terrorism and extremism in all its forms and manifestations, and urging the rest of the regional and international parties to adopt a comprehensive approach to combating terrorism and extremism that is not linked to a faith, people, or a race, and to follow an approach based on coexistence and mutual respect with the countries of the world.

– Working to dry up the sources of terrorism, block its financing, and participate with the rest of the regional and international parties in developing legislative systems and international practices to combat terrorist financing and money laundering.

– Demanding the criminalization of all groups that carry out terrorist acts, regardless of their party or sectarian affiliation or affiliation with state institutions, and refraining from supporting, financing and arming terrorist militias and sectarian groups, including providing them with ballistic missiles and drones, and intensifying work with regional and international partners to prevent the arrival of weapons, ammunition and technology.

– Raising the level of cybersecurity by confronting cybercrimes, strengthening strategic plans and taking effective steps to raise the level of awareness to confront cyberthreats, and forming strategic partnerships with a number of regional and international parties to enhance cybersecurity.

– Strengthening international partnerships in a way that contributes to the security and stability of the region and contributes to resolving chronic crises.

– Intensive work to ensure the stability of global energy markets to achieve the interests of producing and consuming countries, and spare the world from the negative effects resulting from market fluctuations.

– Intensifying work to find effective solutions to deal with the challenges of climate change with realism, responsibility and a balanced approach; working with regional and international partners to develop long-term strategies that guide the implementation of pledges and commitments within the principles of the United Nations Framework Convention on Climate Change and the Paris Agreement, as they are the basis. To advance the achievement of sustainable development goals, and invest in climate solutions and development partnerships.

– Implementing a circular carbon economy approach that promotes the development and employment of renewable energy sources, and the optimal use of hydrocarbons through clean technologies to manage their emissions, including technologies for capturing and reusing carbon dioxide. In addition, GCC calls for preserving the natural environment and increasing reliance on clean technologies for all energy sources.

– Intensifying efforts to address future challenges in water and food security, both regionally and internationally, due to environmental changes, conflicts, and crises. Collaborating with regional and global partners to find sustainable solutions and enhance coordination to maintain stable global food supply and prices.
