Throughout the year 2023, Saudi Arabia witnessed a diverse range of events, where political transformations and economic crises intersected.

Despite political issues dominating the headlines, the economic sector played a prominent role in shaping events.

Several prominent Saudi Arabian figures have wielded greatest influence in the Kingdom’s political, economic and technological spheres during 2023. These personalities have effectively and positively affected society and have made tangible changes in their areas of competence. They include:

Engineer Khalid Al-Falih

Saudi Arabia’s Minister of Investment Engineer Khalid Al-Falih was one of the prominent figures in 2023. He stood behind some of the most famous agreements, programs, and initiatives in the Ministry of Investment throughout the past year.

The Saudi program to attract global companies’ regional headquarters:

Under the leadership of Al-Falih, the Ministry of Investment introduced a new 30-year tax incentive package, positioning the Kingdom as the preferred choice.

This package includes a 0% income tax rate and withholding tax exemptions for approved activities.

Attracting foreign investments: Foreign direct investment in the Kingdom of Saudi Arabia surged by 10.3% in Q1 2023, reaching 8.1 billion Saudi Riyals (2.16 billion dollars).

By the end of Q2 2023, foreign investment in the Saudi Arabia’s economy had grown to 2503.5 billion Saudi Riyals.

Bandar Alkhorayef

During 2023, Minister of Industry and Mineral Resources, Engineer Bandar Alkhorayef, made significant contributions toward achieving the goals of Vision 2030 and strengthening the Kingdom’s position as a leading industrial center in the region.

The Ministry of Industry and Mineral Resources, under Engineer Bandar Alkhorayef’s leadership, focuses on developing targeted industrial sectors. This  includes automobile manufacturing, advanced technology, mining, and food industries.

In the automobile sector, Alkhorayef aims to establish three car manufacturing factories with a production capacity of 300,000 to 350,000 cars. The digits represent 50% of local demand, aligning with the Kingdom’s 2030 vision.

In the mining sector,  Alkhorayef engaged with 80 participating countries to establish a global platform in Riyadh. This platform aims to develop the regional mining sector and assist African and Central Asian countries in bringing more minerals to the market.

Amin Nasser

In 2023, Saudi Aramco, led by CEO Amin Nasser, achieved remarkable success and transformed Aramco into a major player in energy, business, and environmental sustainability through substantial investment deals. Nasser’s leadership and strategic vision were pivotal in these achievements.

Faisal bin Farhan

As the curtain of 2023 descended, it’s crucial to acknowledge Saudi Foreign Minister Faisal bin Farhan for his confident and wise international leadership. He actively promoted Saudi diplomacy, addressing global issues, including crises in the Arab region and international relations. Moreover, during the Gaza humanitarian crisis, he demonstrated a deep understanding of the Palestinian people’s challenges, making intensive diplomatic efforts to provide support and relief to them.

Engineer Abdulaziz Al-Ghanim

Engineer Abdulaziz bin Abdulmohsen Al-Ghanim, who serves as the Director-General of the General Directorate of Urban Security and Crisis Management at the Royal Commission for Riyadh City, achieved remarkable accomplishments in Saudi Arabia during 2023.

Al-Ghanim was one of the prominent figures who contributed to Riyadh’s successful bid to host Expo 2030. He  presented a detailed information about the Commission’s ambitious projects to the officials of the International Expo Committee.

On the other hand, Al-Ghanim oversees several major development projects underway in Riyadh, in line with Vision 2030.

These projects include Qiddiya, Riyadh Green, public transportation, and the development of downtown Riyadh. These projects aim to develop Riyadh into a vibrant global city.

Turki Al Al-Sheikh

In the field of entertainment, Turki Al Al-Sheikh, Chairman of the General Entertainment Authority, achieved many accomplishments in 2023. Furthermore, he contributed to transforming Saudi Arabia into a leading global entertainment destination.

Some of these events include:

• Riyadh Season 2023, which had over two million visitors within two weeks since its launch under the theme “Big Time” in its diverse areas. It represented some of the top local and global entertainment choices.
• Jeddah Season 2023 hosted various international events. It included music concerts, theatrical performances, and sports events.

Turki Al Al-Sheikh also developed many entertainment destinations in Saudi Arabia.

Ahmed bin Sulaiman Al-Rajhi

Engineer Ahmed bin Sulaiman Al-Rajhi, the Minister of Human Resources and Social Development, was highly successful in the field of human resources in 2023. His efforts greatly contributed to achieving Vision 2030 goals.

By the end of Q3 2023, over 51,125 beneficiaries were empowered in employment, surpassing the goal of 48,510 beneficiaries.

Al-Rajhi also empowered over 10,600 beneficiaries in various regions of the Kingdom economically, providing financial and non-financial support for their projects.

He focused on empowering women in the workforce to tangible achievements which will reflect the Kingdom’s commitment to sustainable development.

Engineer Al-Rajhi’s vision is comprehensive, targeting all segments of society. It will achieve Vision 2030 goals of a diverse, sustainable economy and a vibrant society.

Yasser bin Othman Al-Rumayyan

 Yasir bin Othman Al-Rumayyan, the Governor of the Saudi Public Investment Fund, is considered one of the leading Saudi figures who achieved remarkable accomplishments in 2023.

Since assuming the position of the General Supervisor of the Public Investment Fund in 2017, Al-Rumayyan worked to significantly increase the size of the fund. The fund’s size increased from $200 billion in 2015 to over $776 billion in 2023.

Al-Rumayyan invested in new sectors such as technology, renewable energy, and tourism. The fund made significant investments in these sectors, diversifying the Saudi economy and strengthening its ability to face future challenges.

Among the notable investments made by the fund is its investment in the American company. “Lucid Motors,” specializing in electric car manufacturing. He signed an agreement with Hyundai to establish a car manufacturing plant in the Kingdom.

Youssef bin Abdullah Al-Bunyan

Youssef bin Abdullah Al-Bunyan, Chairman of Monshaat Bank in Saudi Arabia in 2023, demonstrated effective leadership in SME support.

Since taking office in February 2023, he significantly increased SME financing. Monshaat Bank provided over 10 billion riyals in support to businesses across the Kingdom in H1 2023. Throughout the year, Al-Bunyan led successful efforts to enhance lending programs for small and medium-sized projects and small businesses.

These initiatives strengthened the economy and private sector.

He also streamlined procedures and improved banking services for small projects, simplifying their access to financing the customer experience.

Saleh bin Nasser Al-Jasser

In 2023, Engineer Saleh bin Nasser Al-Jasser, Minister of Transport and Logistics Services and Chairman of the Board of the General Authority of Civil Aviation, achieved significant milestones. Firstly, his focus on civil aviation infrastructure led to major projects improving airports, expanding their capacity, and enhancing safety. Secondly, he initiated programs like the “Smart Transport,” “Green Logistics Services,” and “Training and Development” initiatives for the sector.

Furthermore, Al-Jasser, diligently worked on improving services at airports and seaports, streamlining customs procedures, as well as upgrading transportation and shipping systems.
