Saudi Arabia’s Digital Leap: Transitioning to Electronic Governance
The Saudi Arabian Cabinet, under the leadership of King Salman bin Abdulaziz Al Saud, recently amended the Electronic Transactions Law, marking a significant step towards transitioning to electronic governance. This amendment heralds the transition of responsibilities from the Communications and Information Technology Commission to the newly established Digital Government Authority (DGA), aimed at enhancing digital performance across governmental entities and improving customer experiences in line with Vision 2030 of the Kingdom.
Electronic Governance: Establishment of Digital Government Authority (DGA)
The Digital Government Authority’s (DGA) establishment came into effect on March 10, 2021, by a decree from the Saudi Cabinet. DGA aims to oversee digital platforms, services, and websites of the government. It will apply this, aligning with the broader objective of accelerating digital transformation across governmental entities.
Key Responsibilities of DGA
- Formulation of National eGovernment Strategy: DGA is tasked with preparing a national strategy for eGovernance, paving the way for a cohesive digital government framework.
- Oversight of Digital Platforms: It oversees the digital government platforms, websites, services, and networks ensuring standardization and efficiency.
- Technical Standards Establishment: DGA is also responsible for establishing technical standards for government digital transformation models, ensuring a unified approach towards digital governance.
- Regulation of Government Cloud: It plays a crucial role in regulating Saudi Arabia’s government cloud, aiming at a secure and efficient digital infrastructure.
Electronic Governance: Previous Investments in Digital Infrastructure
Saudi Arabia has been proactive in acknowledging the indispensable role of Information and Communication Technology (ICT) in modern governance. Over recent years, the Kingdom made significant investments in programs like Yesser, designed to operate and advise public sector digital services, and Deem, a government cloud initiative. Deem provides various cloud services to public sector entities aiming to enhance government performance, boost e-service provision, reduce digital infrastructure costs, and ensure high information security standards.
Electronic Governance: Implications of Digital Transformation
The amendment in the Electronic Transactions Law and the establishment of DGA are in sync with Saudi Vision 2030. These developments aim to enhance the digital performance of government entities. They also aim to improve the quality of services provided and elevate the customer experience with governmental agencies. Furthermore, the DGA is expected to contribute significantly to increasing investment returns, elevating the national economy’s value. It would measure the government entities’ performance and capabilities in the digital domain, thereby achieving greater satisfaction for the beneficiaries.
The proactive steps by the Saudi Arabian Cabinet reflect a robust move towards achieving a digital government. DGA’s establishment is a testament to the Kingdom’s commitment to embracing digital transformation. It also helps in enhancing governmental services and achieving the broader objectives outlined in Vision 2030.
