
Saudi Arabia has emerged as the undisputed leader of the Middle East’s $2.52 billion digital gaming market, investing nearly $1 billion annually while achieving the region’s highest average revenue per user at $393, according to a new study by Galal & Karawi Management Consulting and Orient Planet Group. This remarkable growth aligns seamlessly with Vision 2030’s strategic push to diversify the Kingdom’s entertainment and digital economy sectors.
The combined markets of Saudi Arabia, the UAE, and Egypt generated approximately $2.52 billion in gaming revenue during 2024, with video games commanding 63.2% of all digital media spending. Eng. Asem Galal, Co-Founder of Galal & Karawi Management Consulting, explained that gaming has evolved into a sophisticated ecosystem encompassing design, storytelling, and digital marketing. Consequently, Saudi talent now accesses global opportunities without relocating overseas, fueling homegrown creative industries.
Saudi Arabia’s gaming expenditure represents 69% of its total digital media outlay, establishing the Kingdom as the region’s premier market by value. Meanwhile, Egypt leads in user volume with a 91.6% gaming penetration rate yet maintains a modest $61.76 ARPU. The UAE follows with $421 million in gaming spend and a strong $280 ARPU alongside steady 7.3% annual growth.

Dr. Nidal Abou Zaki of Orient Planet Group emphasized that gaming’s ascent signals a fundamental shift in the Middle East’s digital economic architecture. He stressed the urgent need for comprehensive marketing strategies and authentic community engagement to harness this momentum. Saudi Arabia’s youthful population, advanced digital infrastructure, and substantial spending power create ideal conditions for sustained expansion.
Furthermore, the Kingdom’s leadership reflects deliberate policy investments in esports, game development studios, and entertainment infrastructure under Vision 2030. These initiatives transform gaming from mere consumption into a vibrant creative economy sector generating jobs and exports. Additionally, Saudi developers increasingly compete on global platforms while preserving cultural authenticity.
