The big picture: The strategic alliance between Saudi Arabia and China is entering an unprecedented era of multi-dimensional cooperation. Saudi Foreign Minister Prince Faisal bin Farhan recently concluded vital two-day visit to Beijing, during which he held high-level talks with Chinese officials.
Meanwhile, Crown Prince Mohammed bin Salman and Chinese President Xi Jinping held crucial discussions regarding maritime stability in the Strait of Hormuz. Consequently, these engagements highlight a rapidly expanding partnership that spans defense, trade, technology, and culture.
Why it matters: Saudi Arabia is actively widening its diplomatic circle to safeguard regional stability. Because China holds substantial leverage over Iran and brokered the historic 2023 normalization agreement, Beijing serves as a vital partner for regional de-escalation. Therefore, Riyadh coordinates closely with Beijing to build a sustainable security architecture across the Gulf.
Firas Maksad, managing director at the Eurasia Group, explained the strategic logic, “China has the greatest leverage over Iran and played the key role in brokering the 2023 Saudi-Iran normalization. It’s natural that the Saudis consult with the Chinese and even try to coordinate with Beijing.”
Deeper Military and Security Integration
The partnership has made a quantum leap into defense-industrial integration. For instance, the Royal Saudi Naval Force and the Chinese People’s Liberation Army Navy successfully completed the Blue Sword-4 joint naval exercise at the King Abdulaziz Naval Base in Jubail in October 2025. The comprehensive drills enhanced combat readiness in maritime counterterrorism, anti-piracy operations, and tactical drone defense.
Furthermore, the two nations finalized a landmark $5 billion agreement to establish a joint production line for advanced Wing Loong-3 combat drones in Jeddah. This facility will produce approximately 48 drones annually. Consequently, this project directly advances the Saudi Vision 2030 objective to localize military industries. Additionally, during their recent phone call, President Xi and the Crown Prince urged diplomatic solutions to regional conflicts to protect vital global supplies.
A Powerful Economic and Tech Engine
Deep economic synergy underpins this relationship, seamlessly blending Saudi Vision 2030 with China’s Belt and Road Initiative.
- $107.53 billion: The surging bilateral trade volume between the two nations.
- 1.4 million: The average barrels of oil per day China imported from the Kingdom, accounting for 14% of China’s total oil imports.
- $506 million: The value of six infrastructure and housing agreements Riyadh signed with Chinese entities to modernize Riyadh and Dammam.
Saudi Finance Minister Mohammed Al-Jadaan praised China’s vital contributions to global development during the AlUla Conference for Emerging Market Economies. Al-Jadaan stated, “Chinese companies bring world-class expertise to Saudi projects while our partnership creates opportunities across the region.”
Meanwhile, Saudi Minister of Industry and Mineral Resources Bandar Alkhorayef secured major technology deals during an official visit to China. The National Industrial Development Center signed three landmark memoranda of understanding to localize advanced manufacturing. Specifically, the Kingdom partnered with BOE Technology for displays, Kyland Technology for industrial control systems, and Tsinghua Unigroup for semiconductors.
Cultural Bridges and Shared Vision
The alignment extends far beyond factories and defense lines into the cultural sphere. The Ministry of Culture recently inaugurated the Common Ground Festival in Riyadh as part of the Saudi-China Cultural Year. The immersive festival fosters mutual understanding through shared artistic traditions and live performances. To further facilitate these growing human and diplomatic connections, both nations announced a mutual visa exemption for diplomatic and special passport holders.
The bottom line: Riyadh is cultivating a balanced network of global partnerships with exceptional political wisdom. Ultimately, the expanding Riyadh-Beijing alliance strengthens Saudi Arabia’s sovereign decision-making and positions the Kingdom as the central architect of regional peace and global economic prosperity.
