
The National Competitiveness Center (NCC), through its public consultation platform Istitlaa, has launched 22 projects focused on economic and development-related matters. In collaboration with 19 government entities, the NCC invites members of the public, government bodies, and private sector stakeholders to share their opinions and feedback on these initiatives before they are finalized.
Among the projects open for consultation is an initiative by the General Authority for Statistics titled “Table of Violations and Penalties.” The project seeks to categorize violations and penalties in line with Article 17 of the Statistics Law. Public feedback on this project is open until January 12, 2026.

Real Estate General Authority
The Real Estate General Authority has also introduced a project titled “Controls for the Disbursement of Incentive Rewards to Individuals Reporting Violations of Regulations Governing the Relationship Between Lessor and Lessee.”
This initiative aims to regulate incentive rewards for reporting violations while ensuring fairness, transparency, and the protection of all parties’ rights. Feedback will be accepted until January 13, 2026.

Additionally, the Capital Market Authority is inviting public input on the project “Controls on Real Estate Ownership in the Kingdom by Listed Companies, Investment Funds, and Special Purpose Entities.”
The project is designed to regulate real estate ownership mechanisms for listed companies, licensed investment funds, and special purpose entities in accordance with the Companies Law. Public consultation on this project remains open until January 14, 2026.
CSTC
The Communications, Space and Technology Commission has also presented a major initiative titled “Space Sector Regulations and Guidelines.” This project aims to regulate and develop the Kingdom’s space sector, protect national interests, attract investment, promote the peaceful use of outer space, ensure fair competition, and enhance clarity and transparency. Public feedback on this initiative will be accepted until March 24, 2026.

Presenting draft regulations and related initiatives through the Istitlaa platform underscores the Kingdom’s commitment to transparency in the legislative process. The platform also encourages public participation by enabling citizens, government entities, and private sector stakeholders to contribute their perspectives and feedback on proposed regulations impacting the business environment.
