Saudi MOI Sets SAR 100k Fine for Facilitating Illegal Hajj Entry via Visit Visas

Saudi Arabia’s Ministry of Interior (MOI) has imposed fines of up to SAR 100,000 ($26,660) for any person who applies for any type of visit visa for an individual who subsequently performs – or attempts to perform – Hajj without a permit.

The fines also apply if this visa holder enters or remains within the city of Makkah and the Holy Sites, according to the Saudi Press Agency (SPA).

The MOI also clarified that these fines are cumulative. This means fines will be multiplied by the number of unauthorized individuals for whom visit visas were issued and who performed or attempted to perform Hajj without a permit, or entered or remained within the city of Makkah and the Holy Sites.

In light of this, the Ministry urged all citizens and residents to adhere to the regulations governing the 2026 Hajj season (1447 AH) and to cooperate with the competent authorities to ensure the security and safety of the pilgrims.

Furthermore, the Ministry emphasized that violating these instructions will subject offenders to the prescribed legal penalties.

The MOI also asked the public to report any violations via 911 in Makkah, Madinah, Riyadh, and Eastern regions, or 999 in other regions across the Kingdom.

The measure aligns with the Ministry’s broader strategy to prevent unauthorized pilgrimage activities, effectively manage crowds, and ensure a streamlined, safe experience for all legitimate Hajj performers.

Earlier this month, the MOI reiterated that only those who have an official permit can perform Hajj to ensure the safety and security of all pilgrims.
