No Permit, No Hajj: Saudi Arabia Reinforces Pilgrim Safety Rules

The Saudi Ministry of Hajj and Umrah has reiterated that only pilgrims with official permits may perform the 2026 Hajj, as authorities will strictly enforce these regulations to ensure the safety and security of all worshippers during the upcoming annual season.
According to a report by the Saudi Press Agency (SPA), the Ministry sent clear instructions to all pilgrims’ affairs offices. Licensed service providers must verify that every participant holds a valid authorization and follows all approved procedures without any exception.
“Performing Hajj is restricted to those who have obtained an official permit,” the ministry said. Officials further emphasized that they will show no leniency toward anyone who attempts to join the pilgrimage without the correct documentation.

Enhancing Safety and Infrastructure
The permit system serves as a cornerstone of the Kingdom’s strategy to manage the massive influx of worshippers in Makkah. Consequently, these regulations help authorities regulate crowd flows, maintain public safety, and improve the spiritual experience at Islam’s holiest sites.
Saudi Arabia continues to invest heavily in infrastructure and digital systems to handle one of the world’s largest annual gatherings. These technological advancements balance spiritual access with modern safety protocols to protect the millions of Muslims who travel to Makkah.
While registrations for 2026 are already underway through digital platforms, officials expect high demand following a successful 2025 season. Last year, 1,673,230 pilgrims completed the rituals, including 166,654 domestic participants and over 1.5 million guests from abroad.
Strict adherence to this permit system enhances crowd management efficiency and ensures smoother movement between the various holy ritual sites. Therefore, the Ministry reduces risks associated with overcrowding, particularly during the peak rites held in the plains of Mina and Arafat.
Early coordination with international Hajj missions began immediately after the previous season to ensure high compliance and premium service quality. Through these awareness campaigns, the Kingdom aims to provide a seamless and safe journey for every pilgrim visiting the Two Holy Mosques.
