Saudi Vision 2030 Enters Final Phase with 93% of 2025 Targets Achieved

Saudi Arabia’s Vision 2030 has made remarkable achievements in 2025, with 93% of key performance indicators have met or exceeded their annual targets.

Launched in 2016 by Crown Prince Mohammed bin Salman, Vision 2030 is a transformative national plan that aims to reform the public sector, the economy, and society. It focuses on three key pillars: a vibrant society, a thriving economy, and an ambitious nation.

Vision 2030 Third Phase

Vision 2030 is a three-phase plan; each phase spanning five years and building on the successes of the previous one. The first phase laid the groundwork for transformation through structural economic, financial and social reforms.

The second phase focused on accelerating progress and maximizing the benefit from key sectors. Meanwhile, the third phase, set to kick off in 2026, will focus on enhancing the sustainability of this transformation and capitalizing on new growth opportunities.

As the Kingdom transitions into the third phase, the annual Vision 2030 report for 2025 showed robust gains from the initiative’s reforms and long-term transformation strategy.

Achievements in Numbers

According to the report, out of a total of 1,290 initiatives, 90% have been completed or are on track, with 225 initiatives fully implemented and 935 more progressing as planned.

This momentum is evident in the program’s Key Performance Indicators (KPIs), where 93% of targets (309 out of 390 measured indicators) have either met or exceeded their interim goals.

By the end of 2025, Saudi Arabia’s real GDP reached SAR 4.9 trillion ($1.307 billion), with non-oil activities accounting for 55% of the total economy. The non-oil sector recorded a 4.9% growth, supported by massive expansions in tourism, retail, and construction.

Meanwhile, the private sector accounted for 51% of the national GDP, contributing $660.5 billion. This domestic growth is mirrored by a dramatic rise in international confidence as FDI inflows skyrocketed by 500% since 2017, reaching $35.5 billion in 2025.

Moreover, more than 700 international companies established regional headquarters in the Kingdom, while the localization of military industries jumped to 24.89%, up from 7.7% in 2016.

Social Milestones

The report outlined remarkable milestones across social development and quality of life. Key social achievements included the lowest recorded unemployment rate for Saudis (7.2%), with female participation rate in the labor force increasing from 22.8% to 35% in 2025.

Homeownership among Saudi families jumped to 66.24%, reaching a total of 851,387 homeowners by the end of the year.

The tourism sector also saw an unprecedented growth in 2025, with total visitors doubling to 123 million. This surge fueled a record $81.1 billion in spending, anchored by Riyadh Season (17M visitors), the Red Sea resorts (50k+ guests), and a record 18 million international Umrah pilgrims.

Furthermore, the report showed that 97.5% of the Saudi population has access to healthcare services, effectively hitting the threshold for full national coverage. This expansion in access was paired with a rise in the Healthcare Quality Index to 70.4%, driven by systemic improvements in efficiency, patient outcomes, and service delivery.

In terms of education, 22 Saudi universities secured spots in the 2025 QS World University Rankings. Notably, King Fahd University of Petroleum and Minerals (KFUPM) broke into the global top 100, while the number of Saudi students enrolled in the world’s top 200 elite institutions doubled to 28,493.

A Futuristic Journey

The annual report showed that Saudi Arabia has cemented its status as a global tech leader, ranking first worldwide in cybersecurity and climbing to third in the Global AI Index. It also advanced in digital readiness and global competitiveness, highlighting a robust national infrastructure that meets elite global standards.

“Our country continues its journey toward a brighter future, building on a decade of remarkable progress achieved under Vision 2030,” the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, said.

“The Kingdom has emerged as a leading example of how to effectively harness its capabilities and resources to drive comprehensive development, with impact clearly reflected in the enhanced quality of life for its people,” he added.

Meanwhile, Saudi Crown Prince and Prime Minister Mohammed bin Salman praised the determination of Saudi people and the strength of the Kingdom’s institutions, which translated ambitions into real outcomes.

“The progress achieved in recent years means we must now build on this momentum, step up our efforts, and strengthen our plans to sustain this progress and continue improving the lives of our people,” he said.
