Saudi Arabia has made history by clinching the top spot in the 2025 Digital Readiness Index, as announced by the International Telecommunication Union (ITU). With a remarkable score of 94 out of 100, the Kingdom has not only surpassed its previous performance but also outpaced global leaders like Finland and Germany.
Last year, Saudi Arabia ranked fourth with 90 points, but rapid advancements in digital infrastructure and policy reforms have catapulted the Kingdom to the summit. Finland and Germany, both scoring 93 points, now trail closely behind, followed by the United Kingdom (92), Norway (91), and France (90).
The ITU’s index evaluates national digital readiness across 117 indicators, grouped into nine critical pillars. These include telecommunications policies, technology frameworks, and governance systems, all of which have been meticulously strengthened by Saudi Vision 2030 initiatives.
A ‘Very High’ Category: A Rare Achievement
Only a select few countries earn a “very high” classification in the Digital Readiness Index. Saudi Arabia’s inclusion in this elite tier reflects its robust regulatory frameworks and agile response to technological evolution, setting a new benchmark for global digital transformation.
