Saudi Arabia Achieves Global Leadership in ITU Digital Readiness Framework 2025

Saudi Arabia has reached a significant global milestone, securing first place worldwide in the Digital Readiness Framework 2025 issued by the International Telecommunication Union (ITU). The Kingdom earned an impressive score of 94 out of 100 within the “Very High” category, rising from fourth place last year when it scored 90 points.

In the global rankings, Saudi Arabia leads, followed by Finland and Germany in second and third place with 93 points each. The United Kingdom ranks fourth with 92 points, while Norway and France take fifth and sixth place with 91 and 90 points, respectively.

This achievement highlights the Kingdom’s rapid advancement in developing a robust digital ecosystem. It is built on well-established regulatory policies, strong governance frameworks, and capable institutions. These developments have strengthened digital market competitiveness, supported economic and social growth, and aligned with national ambitions to transition into a smart, technology-driven era.

The Digital Readiness Framework is a key international benchmark used to assess how prepared countries are in building and managing digital ecosystems. It evaluates telecommunications infrastructure, regulatory policies, and governance mechanisms through 117 indicators across nine core pillars, including digital regulatory maturity and sector development.

Saudi Arabia’s top ranking reinforces its global reputation as a leader in fostering an advanced digital environment. The Kingdom has adopted best practices in regulation, promoted data-driven decision-making, and enhanced coordination among various stakeholders. These efforts have strengthened the resilience of its digital ecosystem and its ability to adapt to rapid technological changes worldwide.

This progress also reflects extensive national efforts to modernize regulatory and legislative frameworks, empower digital markets, and improve institutional efficiency. As a result, Saudi Arabia has secured its place within the exclusive “Very High” category—limited to only a select group of countries—demonstrating both its global leadership and strong development trajectory in the communications and technology sector.

The achievement is the outcome of coordinated efforts among multiple government and regulatory bodies, including the Ministries of Finance, Commerce, Media, Health, Education, Economy and Planning, and Environment, Water and Agriculture. It also involves key entities such as the Communications, Space and Technology Commission, the Digital Government Authority, the Saudi Central Bank, the Saudi Data & AI Authority, and the National Cybersecurity Authority, alongside several partner organizations.

This milestone strengthens Saudi Arabia’s position in international indices, reinforces its status as a global hub in the digital economy, and enhances its attractiveness as a destination for investment and innovation—driven by a forward-looking vision for a prosperous and sustainable future.
