Riyadh Introduces Flexible Working Hours to Boost Quality of Life

The Royal Commission for Riyadh City (RCRC) has rolled out a flexible working hours initiative across six business districts in the Saudi capital.

The initiative, launched in partnership with the Ministry of Human Resources and Social Development (HRSD), aligns with ongoing efforts to enhance mobility in Riyadh, ease traffic congestion and improve the quality of life, the RCRC said in a statement.

Taking effect on June 2, the flexible working hours initiative covers over 50 government entities across six business districts: KAFD, Digital City, Diplomatic Quarter, Laysen Valley, Granada Business, and ROSHN Front.

Under the initiative, the flexible work window extends to four hours. For entities subject to the Civil Service System, flexible hours will run from 5:30 am until 9:30 am, while for government entities subject to the Labor System, the window applies from 7:00 am until 11:00 am.

This measure aims to enable staggered arrival and departure times, helping mitigate peak-period traffic congestion. It also aims to grant employees increased flexibility in managing their arrival times, thereby optimizing the work environment and contributing to a more sustainable urban ecosystem.

Furthermore, it is part of a broader suite of projects by the RCRC to ease traffic in Riyadh, alongside road network upgrades, public transit expansion, advanced traffic management, and modern regulatory frameworks designed to support the city’s rapid growth.

The RCRC noted that the initiative applies only to administrative positions with fixed schedules. It does not apply to sectors that require continuous operations and service delivery, such as healthcare, public education, field and operational jobs.
