Al-Tuwaijri: Saudi Arabia Strives for Global Excellence
Universal Periodic Review (UPR) and Saudi Commitment

Dr. Hala Al-Tuwaijri, the President of the Saudi Human Rights Commission, has reaffirmed Saudi Arabia’s commitment to achieving world-class standards in the promotion and protection of human rights.
This commitment is part of the nation’s Vision 2030. She expressed these sentiments during her opening statement at the United Nations Human Rights Council, in the interactive dialogue session of the Universal Periodic Review (UPR) in Geneva.
Universal Periodic Review (UPR) and Saudi Commitment
The Saudi government places immense importance on the Universal Periodic Review (UPR) mechanism. By seriously engaging in this process, starting from submitting national reports and developing effective national mechanisms for implementing recommendations.
Dr. Al-Tuwaijri highlighted that 85% of the recommendations made in the previous three UPR cycles have been implemented, totaling 450 recommendations.
Historic Reforms under Vision 2030
Under Vision 2030, Saudi Arabia has undertaken historic and qualitative reforms in various sectors of human rights. These reforms span legislative, judicial, executive, and procedural levels and encompass all human rights aspects.
Over 100 Reforms Realized
Dr. Al-Tuwaijri stated that more than 100 reforms have been realized under Vision 2030 in the field of human rights. Even during challenging times, such as the COVID-19 pandemic, the reform process was being implemented.
Focus on Women’s Rights, Child Protection
Focusing on women’s rights, the report highlights over 50 reforms. For child rights, the 2020 Prince Mohammed bin Salman cybersecurity initiative and the National Family Strategy, with its 39 initiatives, seek to bolster children’s rights.
Advancements in Labor Rights, Education
In labor rights and education, Vision 2030 has enhanced Saudi Arabia’s work environment, fostering attractiveness, competitiveness, and a human rights focus. Education, mandatory for ages six to fifteen, is part of the Human Capacity Development Program, designed to offer a comprehensive educational path.
UPR Mechanism, Global Human Rights
The UPR, initiated by the Human Rights Council, addresses past challenges and ensures uniform standards worldwide. Furthermore, Dr. Al-Tuwaijri stressed the need to adhere to the principle of indivisible and universal human rights, promoting global harmony.
Conversely, the UPR’s interactive session sparked active debates and praise for Saudi Arabia’s Vision 2030. This initiative has significantly advanced human rights.
Essentially, the UPR reviews member states’ human rights commitments every four years.
Consequently, it provides a stage for countries to showcase their improvements and tackle human rights challenges. Moreover, established by the UN General Assembly in 2006, the UPR motivates nations to uphold and broaden human rights universally.
