The Saudi-Norwegian Investment held a seminar in Riyadh which marked a significant milestone in economic relations between Saudi Arabia and Norway, according to MISA.

The Ministry of Investment of Saudi Arabia (MISA) unveiled key insights about investment strategies, the investor journey, and the Regional Headquarters Program (RHQ), emphasizing a 30-year tax exemption.

MISA’s Role in Investor Support

MISA plays a critical role in providing advisory services, government liaison, market research, and insights to organizations looking to invest in Saudi Arabia. These services are aimed at addressing business needs and leveraging global knowledge to implement local solutions.

MISA’s support extends to various government services, facilitating steps for clients to start and maintain businesses in the Kingdom​​.

Regional Headquarters Program (RHQ)

The RHQ Program, a joint effort by MISA and the Royal Commission for Riyadh City, is key to Saudi Arabia’s Vision 2030. Additionally, its goal is to draw multinational firms to set up regional headquarters in the country. Furthermore, the program includes a 30-year tax exemption and zero percent tax rates on corporate income and RHQ activities.

Saudi Arabia’s ambitious Vision 2030 continues to unfold, reshaping its business environment. Exemption Pathways for Multinational Corporations (MNCs)

MNCs facing uncertainties regarding the establishment of a Saudi RHQ can request exemptions from MISA. This involves demonstrating that existing MENA-based entities do not function as RHQs. MNCs can submit exemption letters to MISA, with responses expected within approximately one and a half months​​.

Investment Opportunities in Saudi Arabia

Saudi Arabia offers a wide range of investment opportunities across various regions. Each region, like Tabuk, Hail, Northern Borders, Jazan, Najran, Al-Baha, and Al-Jouf, presents unique investment potentials in sectors like agriculture, natural resources, renewable energy, and more​​.

Legal Considerations, Regulations

KSA has issued regulations governing government agencies contracting with companies without a Saudi RHQ. Starting from January 1, 2024, these regulations will prevent government agencies from contracting with such companies.

The Saudi-Norwegian Investment seminar showcases the expanding economic cooperation between the two nations. Consequently, MISA’s support, along with the incentives of the RHQ Program and varied regional investments, are driving Saudi Arabia towards a strong economic future under Vision 2030.
