OIC, UNHCR Launch Five-Year Strategic Action Plan

The Organization of Islamic Cooperation (OIC) and the United Nations High Commissioner for Refugees (UNHCR) have signed a new five-year Strategic Action Plan aimed at strengthening humanitarian cooperation. The agreement was signed by OIC Assistant Secretary-General for Humanitarian, Cultural and Social Affairs, Ambassador Tarig Ali Bakheet, and UNHCR Senior Advisor and Representative to the Gulf Cooperation Council, Dr. Khalid Khalifa.

Covering the period from 2026 to 2030, the plan underscores the depth of cooperation and strong international partnership between the two organizations. It seeks to sustain and expand their longstanding collaboration, building on a history of cooperation that dates back to the 1988 agreement, while aligning joint efforts to address escalating global humanitarian challenges.

The Strategic Action Plan focuses on several key areas, including field-based support programs, the delivery of effective and sustainable humanitarian assistance to refugees and displaced persons in the most affected regions, the exchange of technical expertise, and the enhancement of humanitarian workforce capacity within both institutions. It also emphasizes harmonizing priorities and strategic visions to enable faster, more effective responses to humanitarian crises.

Both parties highlighted that the new plan marks a qualitative advancement in joint humanitarian action, combining OIC’s extensive geographical reach across the Islamic world with UNHCR’s longstanding international expertise.

Finally, this integration is expected to strengthen their collective capacity to deliver innovative, comprehensive, and impactful humanitarian solutions.
