Sudan Humanitarian Truce Gains New Momentum at MSC 2026

The US is finalizing a draft for a humanitarian truce in Sudan, building on the roadmap outlined in September 2025, US Africa Envoy Massad Boulos revealed at the Munich Security Conference (MSC 2026).

Meanwhile, Sudan’s Prime Minister, Kamil Idris, highlighted the Sudanese government’s UN peace initiative, stressing that any peace effort must not involve the Rapid Support Forces (RSF), which he called “mercenaries.”

Quad Roadmap

The US Senior Advisor for Arab and African Affairs, Massad Boulos, said that Washington has been working with both warring parties on the Quad roadmap, which starts with a humanitarian truce and ends with a political transition process.

He added that humanitarian aid remains the top priority, followed by a comprehensive peace plan. Boulos said that the most important aspect of this plan is the political track, which is going to be “Sudanese-Sudanese.”

On September 12, 2025, the Quad group – which includes the US, Saudi Arabia, Egypt and the UAE – proposed a roadmap for peace in Sudan, involving a three-month humanitarian truce, followed by a permanent ceasefire and a transition to civilian-led governance.

UN Mechanism

Boulos noted that a UN mechanism for a temporary humanitarian truce will be finalized soon by the UN Secretary-General’s office and a final draft will be presented to Sudan’s warring parties to get their approval.

Speaking at a panel discussion titled “Three Years of Devastation: Ending the War in Sudan” during the MSC 2026, Boulos stressed that there is no military solution to the conflict in Sudan and that it needs to end peacefully through a negotiated process.

In light of this, he said that the US presented an initiative to the warring parties, which addresses all aspects of what he called a “temporary ceasefire.”

He added that consultations with both sides led to an “understanding” at some point that a UN mechanism will be useful in this regard. Thus, the US has been working with the UN and its agencies to reach a mechanism that will help implement and monitor this ceasefire.

RSF Crimes

The US Africa Envoy noted that the RSF have crossed some lines, committing atrocities in El-Fasher and elsewhere. “We referred to it as genocide. Officially, this is the US position,” Boulos said.

A recent report released by the UN Human Rights Office (OHCHR) concluded that the RSF committed “widespread atrocities that amount to war crimes and possible crimes against humanity” during its capture of El-Fasher, the capital city of North Darfur state.

External Support

Boulos also expressed the US concern over external support to the warring parties in Sudan. “We would like to see an end to this external support.” He noted that the US has been engaging with both sides and all the relevant actors to stop foreign meddling.

“In fact, next week at the UN with the honorable Secretary (Yvette) Cooper, we are going to have some serious talk and action. There will be some action.”

The UAE faces mounting accusations of supplying the RSF with weapons, mercenaries and political backing – allegations that Abu Dhabi has consistently denied.

Asked about the UAE’s support for the paramilitary group in Sudan, Boulos said that the US is “totally against any sort of external support that we are seeing.”

“And we are seeing it coming from all sorts of different sources, different supply routes and to both parties. And this is totally counterproductive to the mechanism and the process that we are putting in place,” he added.

No Talks with RSF

Speaking at the same session, the Sudanese Prime Minister, Kamil Idris, reiterated the Sudanese Armed Forces (SAF)’s position that no ceasefire will be reached before the complete defeat of the RSF, which he labeled as a “combination of militias and mercenaries.”

“A ceasefire alone is not a solution. A truce without complementary arrangements — DDR (disarmament, demobilization and reintegration), relocation of militias — will fail. These are not militias. These are mercenaries. Many are from Colombia, Ukraine and elsewhere,” Idris said.

Furthermore, the Sudanese Prime Minister praised the efforts of Saudi Arabia, the US and Egypt to bring peace to Sudan. “I commend the tripartite peace initiative led by President Donald Trump, President Al-Sisi of Egypt, and Crown Prince Mohammed bin Salman of Saudi Arabia. We thank them for their efforts,” he said.

He also highlighted the peace initiative presented by the SAF-aligned government to the UN as complementary to these efforts.

Additionally, Idris criticized the UAE’s support for the RSF. “The UAE must stop providing weapons and assistance to these mercenaries. Once that stops, we can enter serious talks with them. We have evidence beyond reasonable doubt from UN bodies and respected institutions,” he noted.
