GEA , HRSD Sign MoU to Regulate Freelance Work in Entertainment

The General Entertainment Authority (GEA) and the Ministry of Human Resources and Social Development (HRSD) signed a memorandum of understanding (MoU) on Sunday to activate and regulate freelance work within the entertainment sector.

The MoU was signed on the sidelines of the third edition of the Global Labor Market Conference (GLMC), currently taking place in Riyadh. The conference brings together a wide range of local and international stakeholders focused on labor market development and future workforce trends.

The agreement was signed on behalf of GEA by Vice President for Human Capital and Administrative Affairs Abdulaziz bin Mohammed Al-Humaid, and on behalf of HRSD by Deputy Minister for Localization Hatem bin Saleh Al-Balawi.

Strengthening Institutional Collaboration

The MoU reflects ongoing efforts to enhance partnership and institutional integration between the two entities. It also supports the development of regulatory and procedural frameworks tailored to freelance work, in line with the unique and rapidly evolving nature of the entertainment sector.

As the entertainment industry continues to expand—driven by major events, seasons, and diverse activities—the agreement aims to create structured employment pathways and increase job opportunities linked to this growth. It also seeks to organize contractual relationships between freelancers and companies, promoting professional stability and higher standards of performance.

A key objective of the MoU is to empower Saudi freelance talent and enable broader participation in the entertainment ecosystem. By improving working conditions and clarifying employment frameworks, the agreement is expected to enhance the quality of outputs and elevate professionalism across the sector.

Saudi Vision 2030

Commenting on the agreement, Abdulaziz bin Mohammed Al-Humaid emphasized that the MoU marks an important step toward supporting the freelance work ecosystem in entertainment. Additionally, he noted that it will help attract and empower national talent, expand employment opportunities, and improve labor market efficiency—fully aligned with Saudi Vision 2030’s goals of human capital development and increased citizen participation in promising sectors.

The MoU underscores the shared commitment of GEA and HRSD to fostering innovation in labor market policies and supporting the transition toward modern work models. Moreover, these efforts aim to drive economic and social development, enhance the sector’s appeal to talent, and encourage wider participation—particularly within the entertainment industry.
