Saudi Arabia’s Public Security Directorate has announced new regulations for entering Makkah during the Hajj 2025 season. Starting 23 April, 2025, all residents must obtain official entry permits to access the holy city. This measure aims to regulate movement and ensure the safety and security of pilgrims.
Digital System Simplifies Permit Process
Permits are issued via the “Absher Individuals” and “Muqeem” platforms, linked to the unified “Tasreeh” system. Authorities will turn back vehicles and individuals without valid permits at security checkpoints.
The rules align with Saudi Arabia’s Vision 2030 goals, prioritizing non-oil sector growth projected at 6.2% by 2026. Managing pilgrimage logistics supports tourism, a key diversification pillar.
Crown Prince Mohammed bin Salman’s government emphasizes strict enforcement, reflecting centralized authority. Residents must secure work, residency, or Hajj-specific permits to avoid redirection.
The initiative underscores Saudi Arabia’s blend of religious governance and modernization. Digital tools streamline compliance, balancing tradition with contemporary security needs.
