Saudi Arabia is making clear progress in building its electric vehicle sector, supported by major investments, local partnerships, and industrial initiatives that align with Saudi Vision 2030 and the Kingdom’s broader economic transformation. The latest SABIC–CEER memorandum of understanding adds to a growing body of Saudi-led efforts aimed at strengthening the local EV ecosystem and expanding domestic manufacturing capabilities.
SABIC announced yesterday the signing of a memorandum of understanding with CEER to explore opportunities for collaboration in applying SABIC’s advanced materials and innovative solutions in the design, development, and manufacturing of CEER’s electric vehicles. The MoU also aims to assess mutually beneficial commercial opportunities and define the terms of potential cooperation.

The signing ceremony, held at SABIC’s headquarters in Riyadh, was attended by SABIC CEO and Executive Board Member Dr. Faisal Alfaqeer and CEER CEO James DeLuca.
According to the release, the MoU provides a framework for developing and innovating solutions and products by evaluating the potential use of SABIC’s advanced materials in some of CEER’s vehicle applications and jointly developing material and processing solutions that meet industry needs. It also seeks to exchange knowledge and expertise in sustainability and technology to support CEER’s product development goals, explore potential strategic sourcing opportunities to build a local supply chain aligned with global standards for the emerging local EV sector, and identify additional areas of mutually agreed collaboration.
Commenting on the agreement, Alfaqeer said, “The memorandum represents a strategic collaboration which leverages SABIC’s global expertise in advanced material solutions for the electric vehicle industry. Additionally, through this partnership, we aim to accelerate innovation, enhance local content, and build an integrated national supply chain that enhances global competitiveness. This collaboration also reflects our shared commitment to contribute to Saudi Vision 2030 and the National Industrial Strategy, empowering national talent, and strengthening Saudi Arabia’s position as a regional hub for future industries and technologies.”

SABIC’s materials and solutions are contributing to the sustainable growth of the global automotive industry by helping manufacturers advance electric vehicle development and speed the transition toward a sustainable, carbon-neutral future amid rapid industry transformation.
Saudi sources have also described the Kingdom’s EV drive as part of a wider industrial shift that includes building local supply chains, attracting investment, and preparing Saudi industry to compete in a fast-changing global market. The SABIC–CEER partnership fits squarely within that trajectory, underscoring how the Kingdom is moving from vision to implementation in advanced mobility.
