Regional HQ Program

Between the Lines: The Bloomberg expansion in Riyadh advances the Regional HQ Program, underscoring the Kingdom’s growing appeal as an investment destination for major multinational corporations.

The Backstory: Launched in 2021 by the Saudi Ministry of Investment (MISA) and the Royal Commission for Riyadh City (RCRC), the Regional HQ Program is aimed at consolidating Saudi Arabia’s status as a global investment hub in line with the broader diversification goals of Vision 2030. It offers attractive incentives and investment opportunities in the Kingdom’s mega projects and events for international firms.

By the Numbers:

  • 780+ firms: Total number of firms with RHQ status as of Q1 2026.
  • 480 firms: The initial target under Vision 2030.
  • 30-year tax relief: 0% corporate income tax and withholding tax for qualifying RHQ.
  • 10-year exemption: Exemption from Saudization requirements.

The Impact: The Regional HQ Program has encouraged a wide array of multinational corporations to establish offices in Riyadh. Most recently, the leading aircraft engine washing company AeroCore Technologies, and the German construction software Nemetschek Group inaugurated their offices in the Saudi capital.

These firms join a world-class lineup, including Microsoft, Amazon, Lenovo, Google Cloud, Servcorp, Blackrock, Bechtel, PepsiCo, IHG Hotels and Resorts, PwC, Goldman Sachs, and Deloitte. Additional companies have also expressed their interest in moving to the Saudi capital, such as the Singapore-based state investment giant Temasek.

KAFD: Riyadh’s Global Financial Hub

The Catalyst: Boasting state-of-the-art physical and digital infrastructure, KAFD has emerged as an attractive hub for global institutions, asset managers, and fintech companies, redefining the Kingdom’s financial ecosystem and establishing Riyadh as a premier destination for foreign businesses and capital flows.

Furthermore, initiatives like Bloomberg’s skills programs advance the Human Capability Development Program (HCDP) which focuses on upskilling Saudi youth and creating high-value knowledge-economy jobs.

The Takeaway: The Bloomberg expansion highlights Saudi Arabia’s growing appeal as a global investment and financial destination. Underpinned by the Regional HQ Program and KAFD, this expanding footprint demonstrates how the interplay between the Kingdom’s policies and infrastructure solidifies Riyadh’s status as the financial capital of the Middle East.
