
The Ministry of Human Resources and Social Development has announced two new initiatives aimed at increasing Saudization in specialized professions, strengthening Saudi workforce participation, and creating high-quality employment opportunities.
The first initiative raises the Saudization rate in engineering professions to 30% and sets a minimum monthly wage of SAR 8,000 for these roles in the private and non-profit sectors. The decision will take effect on December 31, 2025, and applies to establishments with five or more employees across 46 designated engineering positions, including architect, power generation engineer, and industrial engineer. Professionals must be accredited by the Saudi Council of Engineers. Enforcement will begin six months after the decision is issued.
The second initiative increases the Saudization rate to 70% for procurement-related professions in the private sector. Effective November 30, 2025, it applies to organizations employing three or more workers in 12 key roles, such as procurement manager, contracts manager, and warehouse keeper. A six-month grace period will also be provided before implementation.
