HMS NEOM: Saudi Arabia’s New Milestone Toward Sovereign Maritime Defense

Saudi Arabia has celebrated a new milestone in its defense modernization push by launching HMS NEOM – the seventh corvette for the Royal Saudi Naval Forces (RSNF).

The new combat ship is part of the Sarawat Project, a program designed to strengthen naval readiness and foster national expertise in shipbuilding, advancing the defense localization objectives of Vision 2030 and boosting the Kingdom’s maritime defense capabilities amid mounting regional geopolitical tensions.

HMS NEOM: The Modern Naval Stride

Driving the News: The RSNF launched HMS NEOM at Navantia’s shipyard in San Fernando, Spain, on Sunday, October 25, 2026, according to the Saudi Ministry of Defense.

The Big Picture: The launch was part of the Sarawat Project’s second phase. It took place following the completion of the ship’s hull construction and assembly. The next phase will involve the ship systems’ outfitting, installation and integration as well as land and sea acceptance trials in Saudi Arabia.

The Context: The Saudi Ministry of Defense signed a contract with Spain’s Navantia in mid-December 2024 to acquire and supply these vessels, following the successful conclusion of the Sarawat Project’s first phase, with the construction and delivery of five combat ships to the RSNF: HMS Al Jubail, HMS Ad-Diriyah, HMS Hail, HMS Jazan, and HMS Unayzah.

The contract also features an Integrated Logistics Support (ILS) package and comprehensive crew training, alongside an operational evaluation period by the Spanish Navy at Rota Naval Base, where Navantia will provide support services. Under the contract, Navantia will train around one hundred Saudi engineers.

Flashback: Kick-starting the second phase of the Sarawat Project, the RSNF floated HMS AlMadinah on June 18, 2026, in San Fernando. Shortly after, the construction of HMS AlUla began in early July.

Vision 2030 Defense Localization

The Goal: Under Vision 2030, Saudi Arabia aims to localize over 50% of military spending by the end of the decade by reducing equipment imports and bolstering national security and defense sovereignty.

Zoom In: Saudi Arabian Military Industries (SAMI) drives the Sarawat Project‘s technological independence through the development of “HAZEM” – the first Saudi-developed naval combat management system – and its integration with weapon systems, in line with the objectives of Saudi Vision 2030. The HAZEM Project is developed in partnership with Spain’s Navantia, with the support of the General Authority for Military Industries (GAMI).

What He Said: The RSNF Chief of Staff, Lt. Gen. Mohammed Al-Gharibi, hailed the Saudi-Spanish partnership for bolstering naval capabilities. He highlighted the Sarawat Project’s pivotal role in enhancing maritime defense posture by providing complete logistical support alongside comprehensive crew training to operate and maintain the ships.

Fleet Modernization & the Regional Landscape

The Deep Dive: Since the eruption of the US-Iran conflict in late February 2026, strategic maritime corridors have become critical flashpoints. Iran has partially closed the Strait of Hormuz, through which around 20% of daily global oil and LNG supplies pass. Meanwhile, the Iranian-backed Houthis have escalated their threats to commercial shipping in the Red Sea and the Bab al-Mandab Strait, which handles about 10% to 15% of all global trade annually.

The Pivot: In response to the mounting threats to freedom of navigation and maritime safety, Saudi Arabia launched the Multinational Maritime Defense Coalition in late July 2026 to address and deter the growing threats to maritime security, including attacks against commercial vessels, energy tankers, and naval infrastructure in the Bab al-Mandab Strait, the Red Sea, and the Gulf of Aden.

Looking Ahead: The expansion of the RSNF fleet by adding multi-mission corvettes such as HMS NEOM significantly bolsters Saudi Arabia’s naval readiness through real-time air-defense coverage, anti-submarine warfare, and surface deterrence.

The Bottom Line: The launch of the HMS NEOM marks a new chapter in Saudi Arabia’s defense sovereignty, technological maturity, and geopolitical responsibility. By modernizing its fleet, the Kingdom boosts the RSNF’s capabilities to counter multi-domain aerial, surface, and sub-surface threats, while also reinforcing Saudi Arabia’s role as a guarantor of freedom of navigation in international shipping routes, protecting national assets and global trade.
