Council of Ministers, Chaired by King Salman, Approves MoUs, Reviews Regional Developments

The Council of Ministers, chaired by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, convened on Tuesday in Riyadh, approving a series of memoranda of understanding and reviewing key regional and international developments, including the situations in Gaza, Yemen, and Syria.

At the outset of the session, the Cabinet reviewed the contents of a message received by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, from His Majesty Sultan Haitham bin Tariq of Oman. It also discussed a recent telephone call between the Crown Prince and the President of the Syrian Arab Republic, Ahmed Al-Sharaa.

 

Developments in Gaza, Palestinian Issue

Addressing regional and international affairs, the Council welcomed the launch of the second phase of the comprehensive peace plan in Gaza, the assumption of duties by the Palestinian National Committee to administer the Gaza Strip, and the announcement by U.S. President Donald Trump on the establishment of a Peace Council. The Cabinet commended international efforts aimed at advancing peace and stability.

The Council underscored the importance of consolidating the ceasefire in Gaza, preventing violations, ensuring unhindered humanitarian access, and enabling the return of the Palestinian National Authority to carry out its responsibilities in the Strip. It reaffirmed that these steps are essential to ending the Israeli occupation and achieving an independent Palestinian state in line with United Nations resolutions, the Arab Peace Initiative, and the two-state solution.

Situation in Syria

In a statement following the session, Minister of Media Salman bin Yousef Al-Dossary said the Council welcomed the ceasefire agreement in Syria and the integration of the Syrian Democratic Forces into the Syrian state. The Kingdom reiterated its full support for efforts to strengthen civil peace, safeguard Syria’s sovereignty and territorial integrity, and fulfill the aspirations of the Syrian people for development and prosperity.

Yemen Crisis, Development Support

The Cabinet also reviewed ongoing efforts to resolve the Yemeni crisis and initiatives related to the Southern Issue through the Riyadh Conference, aimed at developing a comprehensive framework for just solutions. Additionally, it affirmed that Saudi Arabia’s launch of a package of development projects and programs across several Yemeni governorates reflects its continued support for the Yemeni people, contributing to improved security, stability, and living conditions.

Humanitarian Assistance

The Council noted that Saudi Arabia ranks second globally and first in the Arab world among donor countries providing humanitarian and relief assistance, and that it is the largest supporter of Yemen in 2025, according to the United Nations Financial Tracking Service. This underscores the Kingdom’s longstanding commitment to humanitarian assistance worldwide.

Economic Partnerships, Mining Sector Growth

On economic matters, the Cabinet reviewed progress in strengthening international economic partnerships, praising the success of the fifth International Mining Conference held in Riyadh. The event drew participants from 91 countries and resulted in the signing of 132 agreements and memoranda of understanding valued at more than SAR 100 billion, spanning exploration, mining, financing, research and development, and innovation.

The Council  also highlighted the continued expansion of the Kingdom’s economic production base, noting that most non-oil sectors have recorded annual growth rates of between 5% and 10% over the past five years, reinforcing Saudi Arabia’s role in promoting sustainable and inclusive economic growth.

Institutional Reviews, Coordination

The Cabinet reviewed items on its agenda, including matters examined in coordination with the Shura Council, and assessed outcomes from the Council of Political and Security Affairs, the Council of Economic and Development Affairs, the General Committee of the Council of Ministers, and the Bureau of Experts.

Approved MoUs, Authorizations

The session concluded with the approval of several decisions, including:

  • Approval of a memorandum of understanding with Pakistan on cooperation in electrical interconnection.
  • Approval of a memorandum of understanding with Iraq on combating illicit trafficking in narcotic drugs, psychotropic substances, chemical precursors, and their smuggling.
  • Authorization for discussions and signing of a memorandum of understanding with Singapore on cooperation in social development.
  • Authorization for the Saudi Geological Survey to conclude a memorandum of understanding with the Society of Exploration Geophysicists of the United States on geological cooperation.
  • Approval of a memorandum of understanding on technical cooperation in civil aviation with the African Civil Aviation Commission.
  • Authorization to conclude a memorandum of understanding with UN-Habitat on the safe reuse of treated water for irrigation.
  • Approval of a memorandum of understanding with Kyrgyzstan on cooperation in exchanging financial intelligence related to money laundering, terrorist financing, and related crimes.
  • Authorization to conclude a memorandum of understanding with Malaysia on cooperation between the Kingdom’s General Court of Audit and Malaysia’s National Audit Department.

Finally, the Council of Ministers reaffirmed Saudi Arabia’s commitment to regional peace, humanitarian support, and international cooperation, while advancing economic growth and institutional coordination. The approved memoranda of understanding and policy reviews reflect the Kingdom’s continued role in promoting stability, development, and constructive global partnerships.
