Municipalities Ministry Issues New Rules for Transport Rentals, Vehicle Shelters

The Ministry of Municipalities and Housing has issued updated regulations governing transport rental offices and vehicle shelters, reinforcing its strategy to regulate this vital sector, attract investment, and improve quality of life across Saudi cities.
The new framework applies to facilities designated for land, sea, and air transport rentals, including offices, shelters, and related infrastructure. Developed in line with international best practices and in coordination with relevant authorities, the requirements aim to strike a balance between investor interests and beneficiary rights, while addressing planning, architectural, technical, and operational considerations.

Key provisions include standards for site selection, architectural design, facades, and parking layouts, as well as rules ensuring public safety, cleanliness, regular maintenance, and accessibility for people with disabilities. Compliance with the Saudi Building Code, the Fire Protection Code, and all related regulations is mandatory.
The regulations also call for electronic payment options, the installation of surveillance systems, clear and updated internal signage, and the regulation of compatible supplementary activities.

According to the ministry, these measures will open new opportunities for investors to establish facilities that align with the Kingdom’s ongoing transformation. They are expected to raise service quality, strengthen market competitiveness, enhance user experience, and contribute to local economic growth.
