US Launches Phase Two of Gaza Peace Plan as Mediators Announce Postwar Committee
The US Special Envoy, Steve Witkoff, announced on Wednesday the launch of the second phase of Gaza peace plan.
Importantly, mediator countries announced an agreement on the members of an independent Palestinian committee that will govern Gaza for a transitional period.
Earlier, Hamas announced it will dissolve its current government in Gaza once a Palestinian technocratic leadership assumes control of the territory.
Launch of Phase Two
“Today, on behalf of President Trump, we are announcing the launch of Phase Two of the President’s 20-Point Plan to End the Gaza Conflict, moving from ceasefire to demilitarization, technocratic governance, and reconstruction,” Witkoff posted on X.
The first phase of the plan included a ceasefire between Hamas and Israel, a hostage-prisoner exchange, and a partial Israeli withdrawal as well as an increase in aid flow.
Palestinian Technocratic Committee
The second phase involves the formation of a “Board of Peace,” an international transitional body that will oversee a technocratic, apolitical Palestinian committee.
This committee is made up of qualified Palestinians and international experts and will handle delivering the day-to-day running of public services and municipalities for the people in Gaza.
“Phase Two establishes a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG), and begins the full demilitarization and reconstruction of Gaza, primarily the disarmament of all unauthorized personnel,” Witkoff said.

“The US expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. Failure to do so will bring serious consequences,” he warned.
Committee Formation
Meanwhile, Egypt, Qatar and Türkiye said that all Palestinian factions have agreed on the members of a 15-person Palestinian technocratic committee that will administer Gaza, in line with Trump’s peace plan.
In a joint statement on Wednesday, the three mediator countries announced the formation of the Palestinian Technocratic Committee for the Administration of Gaza, chaired by Ali Abdel Hamid Shaath.
They also called the move a “pivotal milestone in the implementation of ‘Phase Two’ of Gaza peace plan,” calling on all parties to respect the committee’s independence and facilitate its immediate deployment to restore essential services, initiate early recovery, and alleviate the humanitarian suffering of the Palestinian people in Gaza.
