Saudi Arabia has introduced new regulations for bike and scooter rentals to improve the business landscape and attract investors. These measures also aim to reduce visual clutter in urban areas.
Licensing Requirements for Rentals
The Saudi Ministry of Municipal, Rural Affairs and Housing published these requirements on the government platform “Survey.” Businesses must obtain civil defense approval for their shops and booths. They must also present a valid commercial registration and an investment contract related to points of sale.
Helmet Sterilization and Maintenance Standards
A key regulation mandates the sterilization of helmets after each use. Maintenance and cleaning of equipment must occur inside the rental stores. Additionally, operators must utilize satellite maps to monitor locations and speeds. Scooters are prohibited from being deployed outside designated areas.
Pavement Occupancy Permits Required
Rental operations must secure a pavement occupancy permit for promotional facilities. Each booth or assembly point can operate a maximum of 10 bikes or scooters. Stores must be located within or near recreational facilities, ensuring tenants can access them without crossing streets.
Technical Regulations on Speed and Use
The new rules also stipulate technical requirements for electric scooters. The maximum speed for scooters is set at 25 km/h on cycle tracks and 5 km/h in public parks. Importantly, the minimum age for scooter users is now 17 years. Their use is banned on public roads, streets, and non-designated tracks.
