Saudi Arabia and Syria have fostered their cooperation in the energy sector by signing a new memorandum of understanding (MoU) in Riyadh, according to the Saudi Press Agency (SPA).
On Sunday, the Saudi Energy Minister, Prince Abdulaziz bin Salman, met with his Syrian counterpart, Mohammad Al-Bashir, in Riyadh.
During their meeting, the two ministers explored avenues for bilateral cooperation in various energy fields. They also discussed ways to bolster their ties in petroleum supply, electricity, renewable energy, energy efficiency, and investment opportunities.
Furthermore, both ministers discussed how to leverage the Kingdom’s expertise in developing projects, policies and regulations in the energy sector to support Syria‘s development efforts.
Following the meeting, the Saudi and Syrian Energy Ministers signed an MoU in the energy sector aimed at promoting cooperation in the fields of petroleum oil, gas, petrochemicals, electricity, power interconnection, and renewable energy.
The meeting came on the heels of the Saudi-Syrian Investment Forum, which took place in Damascus on July 24, 2025, with the participation of more than 20 government entities and over 100 leading private companies from Saudi Arabia.

The forum generated deals worth of SAR 24 billion ($6.4bn) to support Syria’s economic recovery and reconstruction. The deals covered the fields of energy, infrastructure, real estate, industry, ICT, finance and banking, health, and agriculture.
Moreover, it announced the formation of the Saudi-Syrian Business Council to boost economic cooperation and promote Saudi investments in the promising Syrian market.
