The civil nuclear agreement between Saudi Arabia and the United States goes beyond the establishment of power plants to generate electricity; it lays the foundation for a new phase of nuclear technology transfer, development of national competencies, and enhancement of energy security, in support of Vision 2030’s goals of economic diversification.
The agreement falls under the Civil Nuclear Cooperation Agreement stipulated in Section 123 of the U.S. Atomic Energy Act, which provides the legal framework for nuclear cooperation between the United States and other countries, enabling U.S. companies to participate in the development of Saudi Arabia’s peaceful nuclear program, according to the Saudi Nuclear Society.
Saudi Arabia and the United States signed an agreement on cooperation in the peaceful uses of nuclear energy late last month, aimed at establishing a long-term partnership between the two countries and supporting the Kingdom’s efforts to diversify energy sources, develop advanced technologies, and enhance investment opportunities.
The Saudi Ministry of Energy said the agreement aims to enhance bilateral cooperation and support the exchange of expertise, knowledge, and technologies to develop peaceful uses of nuclear energy, in accordance with the highest international standards for nuclear safety, security, and non-proliferation. Moreover, the agreement represents an extension of existing cooperation between the two countries in the energy sector and reflects their shared vision for expanding partnership in energy and future technologies to support sustainable development.
What Does Agreement Mean for Kingdom?
The Saudi Nuclear Society said the agreement comes at a time when the Kingdom is moving rapidly toward developing its peaceful nuclear program, as part of a strategy aimed at diversifying the energy mix and reducing reliance on fossil fuels for electricity generation, in parallel with the expansion of renewable energy projects.
The society confirmed that in recent years the Kingdom has worked to build the regulatory and supervisory framework for the nuclear sector, launch programs for qualified national talent, and carry out geological surveys to explore uranium ores, alongside plans to establish the first nuclear power plant for electricity generation, as part of a vision to build an integrated civil nuclear sector in line with the highest international safety standards.
Technology Transfer
The Saudi Nuclear Society said the agreement is not limited to cooperation in establishing nuclear projects but opens the door for the exchange of advanced nuclear science, building national competencies, and enhancing local content, supporting the localization of this industry in the Kingdom and strengthening its ability to possess advanced technologies in this vital sector.
Energy Security, Diversification of Electricity Sources
The Saudi Nuclear Society said the nuclear program represents one of the key pillars for reshaping the national energy mix by diversifying energy sources and reducing reliance on fossil fuels, thereby enhancing the sustainability of the Kingdom’s energy system.
The society added that introducing nuclear energy into the energy mix provides a stable source of electricity that operates around the clock, contributing to the stability of the electricity grid and meeting the growing demand for energy resulting from urban and industrial expansion, while also enhancing energy security through diversification of supply sources.
Economic Gains
The society pointed out that one of the most significant expected economic benefits of the nuclear program is the liberation of quantities of oil and gas currently used in electricity generation, allowing them to be directed toward exports or petrochemical and manufacturing industries with higher added value, which helps maximize the economic return from national resources.
Building National Competencies
The Saudi Nuclear Society said the nuclear sector will generate increasing demand for Saudi talent in engineering, physics, chemistry, geology, materials science, cybersecurity, and radiation safety, stimulating universities and research centers to develop their programs and promoting the building of a knowledge-based economy founded on innovation.
The society confirmed that Saudi Arabia’s peaceful nuclear program represents a long-term investment in energy security, the economy, and technology, and is expected, once the regulatory and implementation frameworks of the agreement are completed, to consolidate the Kingdom’s position as a regional center for advanced technologies and support Vision 2030’s goals of economic diversification and enhanced competitiveness.
Washington confirmed that the agreement, along with a bilateral safeguards agreement, establishes the legal foundation for a decades-long partnership worth billions of dollars, stressing that the agreement enhances energy security and shared strategic interests and reinforces standards for nuclear safety, security, and non-proliferation.
