Hajj 2025: Saudi Arabia Reinforces Security Measures for Smooth Pilgrimage Experience
Pilgrims from around the world are flocking to Saudi Arabia to perform Hajj, the sacred pilgrimage journey for Muslims, marked by security and tranquility. During Hajj, pilgrims visit the Grand Mosque (Al Masjid Al-Haram) and the Kaaba, the holiest site in Islam.
Each year, the Kingdom receives millions of pilgrims for Hajj and Umrah, providing them with a streamlined and smooth pilgrimage experience – a challenging task that requires a high level of efficiency and strong crowd management skills.
Over the years, Saudi Arabia has shown great mastery in maintaining order and providing a streamlined pilgrimage journey to all pilgrims from different cultures and backgrounds.
Hajj 2025 Security Preparations
Saudi security forces undertake one of the most honorable duties – serving the guests of the Holy Sites. Securing Hajj is a massive task that involves the collaborated efforts of several security units, which operate under the supervision of the Saudi Ministry of Interior.
One of the key units is the Hajj Security Forces. This command’s main task is securing Hajj and Umrah, by managing pilgrims inside the Holy Sites, enforcing regulations, and ensuring smooth movement.

Within this context, the Commander of the Hajj Security Forces, Major General Abdullah Al-Quraish, emphasized that Saudi security authorities are implementing Hajj regulations and instructions to ensure the highest levels of security and safety across the Holy Sites, in accordance with Hajj 2025 security and traffic plans, the Saudi Press Agency (SPA) reported.
Strict Regulations
The Hajj Security Forces Commander reaffirmed that no one will be allowed to perform Hajj without a permit, stressing that security authorities will prevent violators of Hajj regulations and act decisively against any attempt to disrupt the Hajj regulations, in line with the announced penalties.

Furthermore, Al-Quraish said that security forces are operating around the clock to ensure the smooth movement of pilgrims and secure the entrances to Makkah and the roads leading to the Holy Sites. In the light of this, security control centers operate with cutting-edge AI technologies and qualified personnel to detect and respond swiftly to any violations and ensure pilgrims safety.
No Hajj without Permit
The Saudi Ministry of Interior has launched the “No Hajj without a Permit” campaign, under which only Hajj visa holders can enter to the Holy Sites and perform Hajj. The rules apply from Dhu al-Qi’dah 1, 1446 AH (April 29, 2025) until Dhul-Hijjah 14, 1446 AH (June 10, 2025).
Violators could face penalties, including a fine of up to SAR 20,000 and deportation of illegal residents or overstayers and a 10-year ban from entering Saudi Arabia.

Moreover, the Saudi Transport General Authority (TGA) announced strict measures for transporting pilgrims to Makkah and the Holy Sites without a Hajj permit or an entry permit for work or residence in the Holy City.
Violators who transport, or attempt to transport, visit visa holders to Makkah or the Holy Sites during the above-mentioned period will face penalties and a fine of up to SAR 100,000.
To prevent violations, the Saudi security forces have launched patrols to arrest violators of Hajj regulations and fraudsters who promote fake Hajj campaigns.
Awareness Campaigns
In order to raise citizens and residents awareness about Hajj regulations, Saudi Arabia has organized a series of awareness events across the Kingdom’s regions to promote the “No Hajj without a Permit” campaign.
The Saudi Ministry of Interior has organized the “No Hajj without a Permit” exhibitions, with the participation of the General Directorate of the Border Guard; General Directorate of Passports; General Directorate of Civil Defense; and other relevant agencies.

Taking place across various Saudi cities, such as Jeddah, Najran, and Madinah, the exhibition stressed the importance of adhering to the Hajj regulations and introduced the penalties and measures against those who violate the new regulations.
It also highlighted the Interior Ministry’s efforts to streamline Hajj, ensure pilgrims’ safety and security, and showcased AI applications for crowd management during Hajj season.
Furthermore, the Saudi General Directorate of Civil Defense held awareness lectures and programs to enhance the preventive awareness level of personnel participating in serving pilgrims.

The lectures discussed the proper actions in case of emergencies, preventive safety procedures, key safety guidelines, and the duties and responsibilities of safety specialists. They also addressed how to handle major violations.
Security Preparedness Inspections
The Saudi Ministry of Interior’s various sectors have reinforced their security measures and enhanced their preparedness for the Hajj season 2025.

In the light of this, the General Directorate of Civil Defense has bolstered its operations in the Holy Sites in Makkah and Madinah Regions, focusing on preventative measures and ensuring the availability of safety requirements and procedures at all locations for the safety of pilgrims.
Moreover, the Special Forces for Security and Protection has intensified its preparations for the Hajj season. The Commander of the Special Forces for Security and Protection, Rear Admiral Mansour bin Nasser Al-Fayez, inspected the Unified Security Operations Centers (911) in the Makkah Region.

He was briefed on the workflow mechanism and the way of handling reports and calls received and following up until their completion, using the latest technological methods.
Similarly, the Director General of the Saudi Border Guards, Major General Shaya bin Salem Al-Wadaani, checked the sites and missions of the Border Guards units and sectors for the Hajj season 2025. He emphasized the importance of strengthening coordination and integrating efforts with other relevant entities to ensure pilgrims’ safety and security.

Additionally, the Commander of the Special Forces for Environmental Security, Major General Saher Al-Harbi, inspected the units’ readiness for the Hajj season 2025 at the Holy Sites in Makkah. He also visited the Unified Security Operations Centers (911) in the Makkah Region to check the workflow mechanism.

Also, the Facilities Security Forces acting commander, Major General Eng. Saad Al-Mughaisib, inspected units participating in securing the Hajj 2025, checking the forces’ role in managing and organizing pedestrian and crowd movement in the areas surrounding the Holy Sites Train and Haramain High-Speed Railway stations.
