Powering Vision 2030: Saudi EXIM Credit Facilities Fuel Non-Oil Trade

The Saudi Export-Import Bank (Saudi EXIM) is driving a non-oil export push, with a 27.12% surge in credit facilities in the first nine months of 2026.

This milestone aligns with Saudi Arabia’s efforts to boost non-oil exports and enhance their competitiveness in global markets, in line with the economic diversification objectives of Vision 2030.

EXIM’s Q3 Milestone

Driving the News: Saudi EXIM recorded SAR 43.22 billion ($11.53 billion) in total credit facilities provided through the first nine months of 2026, marking a 27.12% increase compared to the same period last year, according to the Saudi Press Agency (SPA).

The Big Picture: The bank’s credit facilities encompassed a diverse array of financing and insurance solutions.

  • Export Financing: SAR 11.44 billion disbursed across a range of credit products.
  • Export Credit Insurance: SAR 31.78 billion in export value covered.
  • SME Inclusion: SMEs accounted for 36.7% of the bank’s total client base.

In His Words: “The growth in credit facilities provided through the third quarter of 2026 reflects the bank’s continued progress in implementing its strategy to enable Saudi non-oil exports and enhance their global competitiveness, as these facilities create greater opportunities for Saudi enterprises to grow their export business through integrated credit solutions that help bridge financing gaps, mitigate international trade risks and strengthen their ability to access new markets.” – Eng. Saad A. Alkhalb, CEO of Saudi EXIM.

Empowering Saudi Products

Between the Lines: Saudi EXIM focuses on developing credit solutions that meet the needs of exporters across all segments while deepening partnerships with local and international financial institutions.

The Catalyst: Under the supervision of the National Development Fund (NDF), Saudi EXIM offers financing, guarantees and export credit insurance solutions to narrow financing gaps and mitigate export risks.

The Impact: These efforts enhance the international footprint and competitiveness of Saudi goods and services, advancing national economic diversification and accelerating non-oil export contributions toward Saudi Vision 2030 goals.

EXIM’s Far-Sighted Approach

State of Play: Recent regional military tensions have turned critical maritime corridors, including the Strait of Hormuz, the Red Sea, and the Bab al-Mandab Strait, into flashpoints. This has disrupted commercial shipping and put further strain on global supply chains.

The Strategy: EXIM has adopted a forward-positioning approach to shield trade and supply chains against geopolitical shocks. Since early 2025, the bank has inked reinsurance agreements with global agencies under its Bridges Initiative to maintain raw material and capital goods flow to Saudi companies.

These agencies include:

  • US EXIM
  • American International Group (AIG)
  • Allianz Trade
  • UK Export Finance
  • Germany’s Euler Hermes
  • France’s Bpifrance
  • Italy’s SACE

Zoom In: Saudi EXIM has also expanded partnerships with African agencies, including a cooperation agreement with the Kenya Development Corporation and a reinsurance agreement with African Trade and Investment Development Insurance in Nairobi.

EXIM Driving Vision 2030

The Context: Saudi EXIM’s growth directly advances Vision 2030’s goal of raising the contribution of non-oil exports from around 16% to 50% of non-oil GDP.

Go Deeper: As a key driver of Vision 2030, the National Industrial Development and Logistics Program (NIDLP) cooperates closely with financial enablers such as the EXIM Bank to boost non-oil exports and trade balance.

Catch Up Quick: Saudi EXIM Bank has been recognized for its excellence in financial solutions, digital services, and customer experience.

EXIM has secured several awards:

  • In 2025: The Gold Award for Best Customer Experience Strategy, the Bronze Award for Best Experience for Business Customers, and Excellence Award for the Smart Assistant Service.
  • In 2024: The Best Export Financing Solutions Provider and the Best Export Credit Insurance Provider in Saudi Arabia.
  • In 2023: The Excellence Award in the “National Achievements” category by the NIDLP.

The Bottom Line: The surge to SAR 43.22 billion in credit facilities underscores how Saudi EXIM acts as a critical shock absorber, protecting local exporters from geopolitical and supply chain volatility while powering Saudi Arabia’s Vision 2030 transformation.
