
The Ministry of Hajj and Umrah has released a new documentary on crowd engineering, offering an in-depth look at the advanced operational and knowledge-driven systems used to manage pilgrim movement during the Hajj season. The film highlights the planning, coordination, and organizational efforts that enable the smooth movement of millions of pilgrims across the holy sites.
The documentary showcases the evolution of the Hajj management system in planning and crowd operations, supported by the Kingdom’s leadership. It also emphasizes the high level of integration among government and service entities working to serve pilgrims under the Pilgrim Experience Program, a key initiative of Saudi Vision 2030.

Featuring insights from senior leaders and specialists within the Hajj ecosystem, the documentary includes contributions from Minister of Hajj and Umrah Tawfig Al-Rabiah and Director of the General Directorate of Public Security Lt. Gen. Mohammed Al-Bassami. They discuss the transformation of the Hajj system and the scientific and technological foundations behind Saudi Arabia’s crowd-management strategies.
The film also highlights the scale of operations supporting Hajj, noting that 1,707,301 pilgrims from more than 165 nationalities arrived in Makkah over a six-day period this year. Their journey was supported by an integrated operational network involving more than 441,049 personnel across government, private, and nonprofit sectors, alongside 26,701 volunteers working in continuous coordination.

In addition, the documentary explores operational crowd-management models, interagency coordination mechanisms, and the use of data and performance indicators to support real-time decision-making in the field. It presents Saudi Arabia’s experience as an advanced operational model built on accumulated expertise and continuous improvement in managing the world’s largest seasonal gathering.

Produced as part of the ministry’s efforts to showcase the institutional and knowledge dimensions of the Hajj system, the documentary aims to raise awareness of the extensive work behind crowd management and reinforce Saudi Arabia’s global leadership in serving pilgrims.
