Saudi Arabia Revamps Work Visas for Hajj and Umrah

The Saudi Ministry of Human Resources and Social Development has announced updates to temporary work visa regulations for Hajj and Umrah services. These changes, approved by the Saudi Cabinet on Tuesday, aim to improve flexibility for the private sector.

Enhancing Visa Flexibility

The new regulations will help businesses align visa needs with labor market demands, creating a more attractive work environment. One key update involves renaming the seasonal work visa to the “temporary work visa for Hajj and Umrah services.” Additionally, the grace period for these visas will now extend from Shaban 15 to the end of Muharram, covering approximately February 14 to July 25.

The updated regulations also expand eligibility for temporary work visas to establishments operating during the Umrah season. They set clear timeframes for completing visa procedures, improving governance and transparency.

Safeguarding Employer and Employee Rights

The ministry emphasized protecting both employers and employees by requiring signed employment contracts for both parties. Medical insurance is now a prerequisite for obtaining visas through Saudi embassies and consulates abroad.

Penalties and Extended Flexibility

New penalties will be introduced to prevent the misuse of temporary work visas. Businesses can now extend visas for an additional 90 days and no longer require endorsements when issuing temporary visas, simplifying the process.

These changes will take effect 180 days after approval, giving businesses time to adapt while ensuring smooth operations during Hajj and Umrah seasons.
