Saudi Arabia, Japan Deepen Energy Ties Through Manar Initiative

Saudi Energy Minister Prince Abdulaziz bin Salman met with Japan’s Economy, Trade, and Industry Minister Yoji Muto in Riyadh on Tuesday. They discussed enhancing bilateral energy cooperation and emphasized the importance of joint efforts in energy transitions. Both ministers welcomed progress under the Lighthouse Initiative for Clean Energy Cooperation, known as the Manar Initiative.

The Manar Initiative: A Beacon for Clean Energy

Launched in July 2023 during former Japanese Prime Minister Fumio Kishida’s visit to Saudi Arabia, the Manar Initiative aims to showcase both nations’ leadership in clean energy projects and sustainable advanced materials. This initiative reflects a shared commitment to advancing clean energy technologies and promoting sustainable development.

Beyond the Manar Initiative, Saudi Arabia and Japan have been strengthening their economic ties. In January 2025, during the Saudi-Japan Vision 2030 Ministerial Roundtable in Riyadh, officials signed 13 memorandums of understanding. These agreements span sectors such as finance, healthcare, infrastructure, logistics, and e-sports, highlighting the ongoing momentum in bilateral cooperation.

Strategic Partnership Council Established

In a move to further solidify their relationship, Saudi Arabia and Japan agreed to establish a strategic partnership council. This council aims to strengthen bilateral relations and facilitate collaboration across various fields, including politics, economics, and security.

Saudi Arabia remains committed to securing oil supplies for Japan and continues to cooperate on clean hydrogen, ammonia, and other energy innovations. This collaboration underscores both nations’ dedication to energy security and the development of sustainable energy solutions.

The recent meetings and agreements between Saudi Arabia and Japan highlight a robust partnership focused on energy cooperation, economic development, and sustainable innovation. Through initiatives like the Manar Initiative and the establishment of a strategic partnership council, both nations are poised to make significant strides in clean energy and economic collaboration.
