Cairo Summit: Egypt’s Gaza Reconstruction Plan Details Revealed

The Arab leaders are convening in Cairo for an emergency summit to approve a plan drafted by Egypt for the reconstruction of the Gaza Strip without displacing its people.

The plan comes in response to the US President Donald Trump’s proposal for relocating Palestinians in Egypt and Jordan, suggesting that the US will take over the Gaza Strip and transform it into a “Riviera of the Middle East.”

Reconstruction Plan Details

In the light of this, the Egyptian broadcaster Al-Qahera News on Tuesday revealed details of Egypt’s Gaza reconstruction plan. The Egyptian plan underscores the Arab nations’ commitment to preserving the rights of the Palestinian people and to implementing the two-state solution.

Moreover, the plan reiterates that the Gaza Strip is an integral part of the Palestinian territories, highlighting the need to protect the Palestinian people’s rights and rejecting their displacement.

The plan calls for dealing with Gaza in a political and legal way that aligns with international legitimacy and the UN Security Council Resolutions.

Transitional Government

According to Egypt’s plan, Gaza’s reconstruction needs arrangements for forming a transitional government and providing security to implement the two-state solution. This includes maintaining the ceasefire agreement between Hamas and Israel.

The plan involves forming an independent committee to administer Gaza for 6 months. This committee will include non-factional figures (technocrats) and will work under the umbrella of the Palestinian Authority. Furthermore, Egypt and Jordan will train Palestinian police forces to be deployed in Gaza.

Additionally, the plan includes a medium-term truce between the Palestinian Authority and Israel for a specific period of time across all the Palestinian territories. This truce will serve as a transitional phase during which measures to build trust will be taken.

Reconstruction Costs

The reconstruction costs are estimated at $53 billion over two phases. The early recovery plan will take 6 months and cost $3 billion. Meanwhile, the first phase of the reconstruction plan will take 2 years, costing $20 billion.

The plan also points to the possibility of deploying international peacekeeping forces in the Palestinian territories within the context of establishing a Palestinian State.
