UN Sec-Gen Highlights Need for International Cooperation in Cyberspace

In a video address to participants of the Global Cybersecurity Forum 2025, United Nations Secretary-General António Guterres emphasized that the world has become increasingly interconnected, with cyberspace serving as a key driver of innovation and opportunity. However, he cautioned that vulnerabilities persist, threatening trust, societal stability, and even peace.

Call for Collective Action

Guterres underscored the importance of collective efforts to ensure that cyberspace contributes to the common good. He called for investment in people, the development of digital skills, and the promotion of inclusion. His remarks were delivered during the fifth annual Global Cybersecurity Forum, held in Riyadh under the theme “Scaling Cohesive Advancement in Cyberspace.”

The UN chief stressed that achieving a secure and open cyberspace requires global partnerships built on solidarity and shared responsibility. He urged that no country or community be left behind in this endeavor. He reaffirmed the United Nations’ commitment to advancing a vision of cyberspace that is open, secure, and guided by international law. This, he noted, requires empowering all states to leverage opportunities while minimizing risks.

Support for Saudi Initiatives

Expressing gratitude to the Kingdom of Saudi Arabia, Guterres commended its adoption of the Global Initiative for Capacity Building in Cyberspace. He also highlighted the Forum’s focus on crucial issues such as child protection and women’s empowerment in the digital domain.

The initiative was launched by Saudi Arabia’s National Cybersecurity Authority (NCA), in cooperation with the Saudi Information Technology Company (SITE) and the Global Cybersecurity Forum Institute, and in partnership with the United Nations and its specialized agencies.

Global Cybersecurity Forum Institute

Established by Royal Decree in 2023 as an independent institution with an international scope, the Global Cybersecurity Forum Institute oversees the implementation of Crown Prince and Prime Minister Mohammed bin Salman’s two major initiatives:

  • Child Protection in Cyberspace (CPC)
  • Women Empowerment in Cybersecurity (WEC)

Finally, the Institute plays a vital role in unifying global efforts by fostering partnerships, enhancing cooperation, promoting knowledge exchange, and advancing dialogue on cybersecurity issues related to children and women. These efforts ultimately contribute to global social and economic development.
