Credibility in the Age of AI: Saudi Arabia Sets the Standard for Responsible Media

As media platforms are overwhelmed by photos, videos, and AI-generated material, distinguishing authentic content has become a growing challenge for audiences worldwide.

To address this dilemma, Saudi Arabia has issued a National Guiding Framework that establishes a unified regulatory blueprint across news, digital media, broadcasting, and commercial content.

The Push for a Regulated Media Scene

Driving the News: Saudi Arabia introduced the AI Principles in Media guideline as a national framework for the responsible use of AI in media production, reported the Saudi Press Agency (SPA).

The Big Picture: The guiding framework aims to create a balance between innovation and audience credibility and acts as a shield against disinformation.

Why It Matters: The framework aligns with ongoing efforts to confront the dissemination of AI-generated content and deepfakes. It also raises awareness among media practitioners and content creators about intellectual property rights and user privacy.

Operational Guidelines

Go Deeper: The guiding framework is centered around eight core pillars:

  • Transparency and Disclosure: Explicitly notifying users when AI is used to create, substantially alter, or generate media content.
  • Factual Accuracy and Credibility: Maintaining rigorous validation standards to ensure that media content is reliable, verified, and free from fabricated or unverified claims.
  • Privacy and Public Figure Protection: Preventing AI-driven privacy violations and the unauthorized likeness replication of individuals, children, and public figures.
  • Preventing Misleading Content: Prohibiting the creation or spread of deceptive media, deepfakes, and fraudulent information.
  • Lifecycle Accountability: Ensuring creators, media companies, and distribution channels retain responsibility for content from initial research to ultimate publication.
  • Impartiality and Integrity: Recognizing and actively countering potential algorithmic bias built into underlying AI models.
  • Public Awareness and Empowerment: Educating audiences and improving digital media literacy so citizens can critically evaluate digital media.
  • Impact Assessment and Compliance: Conducting continuous risk reviews and adhering to evolving national regulations.

What to Watch: The defining requirement of the framework is the mandatory disclosure of AI-assisted content. Creators, influencers, and platforms must use clear labels, watermarks, or metadata to explicitly indicate when synthetic outputs are present, ensuring audiences can differentiate between authentic material and AI alterations, particularly in news reporting and high-impact public matters.

Empowering Media Creators

State of Play: The Saudi Data and Artificial Intelligence Authority (SDAIA), in collaboration with the General Authority of Media Regulation, organized the AI for Impact forum to operationalize these principles. The event convened over 250 media professionals, creators, and digital influencers to explore ethical standards and operational risks at every stage of the content lifecycle – from research and scriptwriting to production, editing, analytics, and impact evaluation.

The Catalyst: The forum also featured the launch of the Impact Creators program, designed to equip domestic creators with essential skills in content verification and professional production. By blending theoretical knowledge with practical AI training, the initiative strengthens institutional trust throughout the Kingdom’s digital media sector.

Saudi Arabia: A Responsible AI Actor

The Context: Saudi Arabia is an active player in championing the responsible use of AI and emerging technologies across multiple sectors. To this end, Riyadh hosted the fourth UNESCO Global Forum on the Ethics of AI (GFEAI 2026) in mid-September 2026.

Zoom In: The UNESCO forum aimed to foster global dialogue on responsible AI governance, enhance the exchange of expertise and best practices, and explore avenues for harnessing AI technologies to support sustainable development and promote societal prosperity.

Public Awareness Drive: In mid-October 2026, SDAIA and the Communications, Space and Technology Commission (CST) launched the nationwide “Tarah AI” (It’s AI) awareness campaign to help the public identify deepfakes and verify synthetic media before sharing.

A Regional AI Leader

Between the Lines: With the National Guiding Framework for the use of AI in media, Saudi Arabia is setting a regional benchmark by establishing regulatory rules for AI deployment in content creation while building a sustainable ecosystem for responsible innovation.

The Backstory: Saudi Arabia designated 2026 as the Year of Artificial Intelligence, further cementing its leadership in digital transformation and advancing the Vision 2030 goal of becoming an active player in shaping the future of AI globally.

The Bottom Line: As Vision 2030 places great emphasis on AI and advanced technologies as engines of the future, Saudi Arabia’s National Guiding Framework ensures that media remains rooted in truth and transparency in an increasingly digital world.
