The Ministry of Human Resources and Social Development continues to activate its specialized tools aimed at empowering older adults. Among these initiatives, the “Imtiaz” Card stands out as one of the most important digital pillars translating the goals of Saudi Vision 2030 into tangible improvements in quality of life. This is achieved by linking older adults to their service and social rights and placing their needs at the top of the priorities of government, private, and non-profit sectors.

Well-Deserved Priority, Exclusive Benefits

The Imtiaz Card is distinguished as a smart digital identity automatically granted to male and female citizens who reach the age of 60, without the need to submit applications or go through complex paperwork. Once the legal age is reached, the card appears directly in the Tawakkalna application and the Ministry of Human Resources application, serving as a digital companion that ensures respect and facilitates transactions across various entities.

 Package of Benefits — More Than Just Card

The card is not merely an identification symbol; it is a gateway to a comprehensive package of on-ground facilitation services that grant older adults absolute priority when accessing services provided by government bodies, the private sector, and non-profit organizations. It also ensures comfort by allocating front-row seating and providing parking spaces close to entrances, reflecting an integrated approach to caring for this group and ensuring them a dignified quality of life.

At the organizational level, the card is managed through an advanced operational model integrated with the Saudi Data and Artificial Intelligence Authority (SDAIA). The initiative undergoes continuous performance measurement processes aimed at analyzing usage rates and beneficiary satisfaction, as well as developing digital channels to provide technical support and ongoing follow-up that ensures service sustainability and efficiency.

Technical Integration, Legislation That Protects Rights

In activating the initiative, the Ministry adopted an advanced operational model in integration with SDAIA, launching it in phases to measure beneficiary experience and monitor demand. This phased approach allows for service development in future stages in line with beneficiaries’ aspirations.

The initiative is grounded in the “Law on the Rights and Care of Older Adults”, issued by Royal Decree, which obliges entities to provide all necessary facilitations and establishes regulatory frameworks that safeguard the dignity of older adults while ensuring exceptional health and social care.

Through this initiative, the Ministry aims to go beyond procedural services. Its goals include raising societal awareness of the status of older adults and their historical role in building the community. In the area of social responsibility, it encourages the private sector and the third (non-profit) sector to innovate accessible initiatives for this group.

From a sustainability perspective, performance is monitored through precise indicators, including beneficiary satisfaction rates and the expansion of partner networks. The achievements and figures reflect the scale of benefit from the card, with 1,213 government entities and affiliated bodies participating. All older adults in the Kingdom benefit from the card, and the coming phase is expected to witness significant expansion in strategic partnerships, additional benefits for cardholders, and further enhancement of the overall user experience.

 

Activation Guide, Technical Support

As part of the Ministry of Human Resources and Social Development’s commitment to digital literacy and ease of use of digital systems, the appearance of the Imtiaz Card requires no action from the beneficiary or their family members. The card is automatically linked to the national database.

When beneficiaries open the Tawakkalna app or the Ministry of Human Resources app for Individuals, they can find the card in the digital wallet. They can present it to any service provider to receive immediate priority. To prevent technical issues, the Ministry provides direct technical support through its applications. This support addresses problems related to the card’s display or data updates.

The digital channels management team also continuously monitors application performance to ensure a smooth user experience. Additionally, this technical integration primarily aims to save older adults time and effort, spare them the inconvenience of carrying traditional plastic cards, and ensure that granted privileges are updated automatically and instantly.

Through the Imtiaz Card, the Ministry of Human Resources and Social Development affirms its commitment to providing a supportive and enabling environment for older adults—one that ensures their active integration into society and documents the Kingdom’s efforts to build a sustainable and inclusive social care system for all citizens across different stages of life.
