Advanced Maturity Marks Saudi Arabia’s Next Digital Government Milestone
Saudi Arabia’s digital government is entering a bolder era, with national platforms and services achieving an “Advanced” maturity level in the 2026 Digital Experience Maturity Index.
In a significant leap forward, the Kingdom’s overall score climbed to 87.06 percent, up from 86.71 percent the previous year, reflecting steady progress in delivering seamless, user‑centric digital services.
What Defines Digital Excellence?
The latest assessment by the Digital Government Authority (DGA) offers a closer look at the Kingdom’s digital transformation, broadening its scope to 59 government platforms from 50 a year earlier.
Notably, each platform was evaluated across four core pillars:
- Beneficiary satisfaction
- User experience
- Complaints handling
- The effectiveness of technologies and tools
More tellingly, the assessment mirrored a growing public role in defining the Kingdom’s digital services.
Participation in the DGA’s “Evaluate Your Digital Experience” survey more than doubled, surpassing 805,500 respondents compared with around 374,000 in 2025.
Putting Users First
A simple principle continues to drive Saudi Arabia’s digital transformation: government services must evolve in step with the people who use them.
According to DGA Governor Ahmed bin Mohammed Al-Suwaiyan, the latest figures stand as a living testament to government entities’ continued efforts to diversify their digital services by responding directly to beneficiary feedback.
He noted that these efforts are translating into digital offerings that are more accessible, efficient, and reliable, promoting quality of life while boosting the performance of the public sector.
Al-Suwaiyan also underscored the leadership support behind the transformation, noting that the progress aligns with the ambitious objectives of the Saudi Vision 2030 and further positions the Kingdom as a global force in digital government.
Advancing Access for All
However, the Kingdom’s digital transformation is not only judged by technological advancement alone.
The assessment also placed special emphasis on digital inclusion, which achieved a “Competent” maturity level with a score of 76.98 percent.
The metric explored how effectively government digital services meet the growing needs of multiple segments of society, with particular emphasis on elderly citizens and people with disabilities.
The focus marks an expanding dimension of digital transformation: ensuring that every service remains accessible to all.
Digital Government’s Top Performers
Saudi Arabia’s leading digital platforms are increasingly emerging as the gateway to everyday government interactions.
This year, the Ministry of Interior’s Absher leads this year’s assessment, achieving 94.38 percent, followed closely by the Ministry of Finance’s Etimad at 94.36 percent.
Meanwhile, the Ministry of Industry and Mineral Resources’ Senaei claimed third place with 92.83 percent.
Balady followed at 92.56 percent, while Tawakkalna ranking fifth at 92.50 percent, reflecting the diversity of high-performing digital services spanning security, finance, industry, municipalities, and public services.
The momentum continued throughout the top 10, with Musaned scoring 92.20 percent and Qiwa 92.14 percent.
Logisti followed at 91.72 percent, while Nama recorded 91.53 percent and the Ministry of Tourism portal achieved 91.16 percent.
Setting the Digital Standard
Since its launch by the DGA in 2022, the Digital Experience Maturity Index has served as a benchmark for measuring the quality of Saudi Arabia’s government platforms against global best practices.
The index is not simply assessing digital performance, it further creates an integrated framework through which government entities can constantly identify shortcomings, respond to beneficiaries, and improve service quality.
The results also strengthen Saudi Arabia’s prestigious reputation as a digital government leader.
Saudi Arabia’s Digital Rise
Adding to this momentum, the Kingdom ranked second globally in the World Bank’s 2025 GovTech Maturity Index and secured first place regionally for the fourth consecutive year in the UN Economic and Social Commission for Western Asia’s 2025 Government Electronic and Mobile Services Maturity Index.
In 2025, the International Monetary Fund (IMF) commended Saudi Arabia’s pioneering status among Gulf Cooperation Council (GCC) countries in the digital infrastructure sphere.
This remarkable milestone was driven by the Kingdom’s rapid growth of data analysis and AI technologies under the leadership of its national digital entity, the Saudi Data and Artificial Intelligence Authority (SDAIA).
Titled “Digital Transformation in the Gulf Cooperation Council Economies,” the IMF’s recent study has lauded SDAIA’s pivotal efforts in elevating the digital infrastructure through the National Strategy for Data and AI.
Through its strategic initiatives, the Saudi Data and Artificial Intelligence Authority (SDAIA) is leading and operating sustainable data centers certified by the Uptime Institute, reinforcing the infrastructure required to support the Kingdom’s growing reliance on data and digital services.
The IMF also noted Saudi Arabia’s progress in developing a vast array of digital platforms, underscoring their pivotal role in accelerating the Kingdom’s broader digital transformation.
Apart from streamlining access to government services, these platforms are advancing the objectives of Saudi Vision 2030 by improving quality of life while making public services more reliable and accessible.
