A recent study by the Saudi Data and AI Authority (SDAIA) reveals that the world is entering a pivotal era in artificial intelligence (AI), driven by the rise of Artificial General Intelligence (AGI) — a transformative technology with vast potential to revolutionize automation, economic growth, and scientific advancement.
Titled “Foresight on the Governance of Artificial General Intelligence: Current Landscape and Future Prospects,” the study explores the foundational concepts of AGI and reviews global efforts to establish governance frameworks. It analyzes international trends in AGI regulation and examines how these technologies could reshape sectors such as development, the economy, and healthcare.
The report also highlights Saudi Arabia’s proactive initiatives to build frameworks that align with international best practices for the safe and responsible use of AI.

AGI
According to the study, AGI represents a stage of AI capable of performing intellectual tasks at a human level — a leap that raises both opportunities and challenges, particularly regarding the pace of advancement and the need for effective oversight. With appropriate strategies, experts believe AGI could fuel major breakthroughs in innovation and global prosperity.
The study points to large-scale investments, such as OpenAI’s Stargate project in the United States — an initiative estimated at around $500 billion — as evidence of growing global commitment to AGI development. It categorizes AGI within a broader spectrum that includes artificial narrow intelligence and artificial superintelligence, emphasizing the urgency of coordinated international regulation given the diversity of current approaches.

Predictions about when AGI will be realized vary widely, with some experts expecting progress by 2030, while others foresee advancements between 2040 and 2060.
SDAIA’s report underscores Saudi Arabia’s strong digital infrastructure and its leadership in crafting policies that encourage innovation while ensuring AI technologies are developed ethically and responsibly — reinforcing the Kingdom’s commitment to harnessing AI for sustainable growth and societal benefit.
