Riyadh Surges into Top 50 Global Cities Amid Record Job Creation, Economic Boom

Saudi Arabia’s capital city, Riyadh, achieved a landmark international milestone as it entered the top 50 list of the Oxford Economics Global Cities Index 2026 for the first time. The capital surged 47 places to claim 50th position among 1,000 cities worldwide. Strong performance in human capital and economic metrics fueled this rapid advancement.

Consequently, Riyadh now stands alongside Dubai as one of only two Middle Eastern urban centers in the top 50. The city climbed dramatically from 118th place in 2024 and 97th in 2025. This rapid ascent reflects the massive economic evolution under Saudi Vision 2030.

Why it matters: Riyadh created jobs at the fastest rate globally over the past five years. Meanwhile, its urban economy expanded by more than 11% annually. Therefore, the city secured the eighth position worldwide for urban economic expansion.

The big picture: The Kingdom continues to shift away from oil dependency through strategic diversification. As a result, massive capital flows into domestic infrastructure, technology, and non-oil sectors. The Public Investment Fund deploys over SAR 150 billion ($40 billion) annually into local development projects. Total commitments across national giga-projects exceed SAR 3.75 trillion ($1 trillion). Consequently, foreign investors now view the capital as a premier regional business hub.

Furthermore, targeted national programs accelerate workforce development and employment opportunities across emerging sectors. Consequently, the expanding private sector attracts thousands of international professionals and young Saudi talents every year.

Data Breakdown: Measuring Riyadh’s Global Rise

The Oxford Economics index evaluates cities across five primary pillars using 27 sub-indicators. Specifically, Riyadh achieved an overall score of 78.1 out of 100 points, surpassing major international metropolitan centers.

By the numbers:

  • 4th globally in Human Capital: The city scored 92.5 points, demonstrating immense strength in attracting top talent and skilled professionals.
  • 8th fastest-growing urban economy: Riyadh sustained an average annual economic expansion exceeding 11% over five consecutive years.
  • 18th globally in Economics: The capital achieved 77.7 points through rapid expansion in gross domestic product and expanding private enterprise.
  • 4 points in Quality of Life: Continuous urban upgrades and massive entertainment developments enhance living standards for all residents.
  • 700 regional headquarters: International multinational corporations established operations in Riyadh to access regional business opportunities.
  • SAR 150 billion ($40 billion): Annual domestic capital investment by the Public Investment Fund accelerates local job creation.

Strategic Investment, Sector Growth, and Global Confidence

What they are saying: Financial experts praise Riyadh’s structural resilience and clear economic trajectory.

Hamza Dweik, head of trading at Saxo Bank, emphasized that long-term investment strategies created this growth. “What we see results from several years of investment aimed at broadening the economic base,” Dweik noted.

Similarly, Thomas Kuruvilla, managing partner at Arthur D. Little, highlighted the national momentum. “Riyadh’s rise demonstrates how national ambition translates into tangible outcomes,” Kuruvilla stated.

Furthermore, Tony Hallside, chief executive of STP Partners, underscored the broad scope of opportunity. “Growth spans infrastructure, tourism, technology, and new industries, opening opportunities for global investors,” Hallside explained.

In addition, Oxford Economics noted that Riyadh shielded itself effectively from regional geopolitical volatility. The city maintained consistent annual gross domestic product growth without recording a single annual decline over recent decades.

Looking ahead: Massive infrastructure developments like King Salman Park, Sports Boulevard, and Diriyah reshape the urban landscape. Moreover, SAR 37.5 billion ($10 billion) in direct foreign investments continues to pour into technology and manufacturing sectors.

What’s next: Saudi Arabia aims to double Riyadh’s population and scale up economic activity before Expo 2030. Additionally, upcoming global events will solidify Riyadh’s position as an international financial hub. Consequently, robust strategic economic policies will continue generating high-value job opportunities while driving the capital even higher in global city rankings.
