
The Digital Regulatory Academy (DRA) of the Communications, Space and Technology Commission (CST), in cooperation with the International Telecommunication Union (ITU) and the Nicaraguan Institute of Telecommunications and Postal Services (TELCOR), organized a program titled “Regulatory and Digital Transformation.”
The program aimed to deepen participants’ understanding of the digital ecosystem, strengthen their capacity to address digital transformation challenges, enhance the efficiency of universal service and access funding, protect users, and promote a competitive regulatory environment.
Moreover, the program brought together government officials, ICT policymakers, and heads of regulatory authorities from nine countries across North and South America.
According to a press release issued by CST, the program was delivered in two phases. The first phase was conducted virtually on 27–28 November 2025, followed by in-person sessions held in Managua, Nicaragua, from 3 to 5 December 2025.
Spanning more than 40 hours, the program covered key areas of digital regulation, including regulatory governance, innovative tools such as regulatory sandboxes, emergency communications, cybersecurity, and online child protection.
Participants gained in-depth insights into digital regulatory frameworks, improved their ability to navigate digital transformation challenges, and strengthened their understanding of universal access policies and funding mechanisms. The program also highlighted national cybersecurity strategies, underscored the importance of collaborative regulation, explored innovative regulatory approaches, and provided updates on global regulatory trends and developments.
This program forms part of the CST-ITU cooperation framework aimed at supporting developing countries.
Additionally, it reflects the Kingdom’s humanitarian commitment to enhancing global human capabilities by sharing Saudi Arabia’s leading experience in digital regulation and public policy, and by strengthening institutional capacities through the Academy’s specialized training tracks.
