Saudi Arabia Bans Outsourcing in Tourism Sector to Foster Local Hiring

Saudi Arabia’s Ministry of Tourism has banned the outsourcing of jobs reserved for localization to companies or workers outside the Kingdom, according to Gulf News.

The new regulations stressed that outsourcing is permitted only through establishments licensed by the Ministry of Tourism or authorized by the Ministry of Human Resources and Social Development to hire Saudi citizens.

These measures apply across all licensed tourism facilities in the Kingdom.

Therefore, tourism establishments must now register all employees with the Ministry of Human Resources and Social Development before they commence work.

Moreover, contracts for subcontracted, seasonal, or seconded workers are required to be processed through the Ajeer platform or other approved systems.

As for companies with multiple branches, they have to register staff under the license of each individual branch.

The changes further stipulate that every licensed hospitality facility must ensure the presence of a Saudi receptionist during working hours.

To ensure full adherence to the new measures, the Tourism Ministry will closely monitor Saudi establishments in coordination with the Ministry of Human Resources and Social Development.

At the same time, any violation shall be subject to strict enforcement measures.

Notably, the updated regulations seek to boost job opportunities for Saudi nationals, build local talent within the tourism sector, and elevate overall service standards, according to the ministry.
