
The US President, Donald Trump, has signed an executive order granting Qatar security guarantees, including the possibility of US military action, in case of armed attacks.
The executive order, signed on September 29, 2025 and released on Wednesday, comes three weeks after Doha was hit by Israeli airstrikes targeting Hamas leaders in the country’s capital.
Security Reassurance
The order states that “in light of the continuing threats to the State of Qatar posed by foreign aggression, it is the policy of the US to guarantee the security and territorial integrity of the State of Qatar against external attack.”
Within this context, “the US shall regard any armed attack on the territory, sovereignty, or critical infrastructure of the State of Qatar as a threat to the peace and security of the US,” the order says.
Defense Commitment
Moreover, the order notes that if an attack occurs, the US will take “all lawful and appropriate measures — including diplomatic, economic, and, if necessary, military — to defend the interests of the US and of Qatar and to restore peace and stability.”
Under Trump’s executive order, the US Secretaries of War and State, alongside the Director of National Intelligence, “shall maintain joint contingency planning with the State of Qatar to ensure a rapid and coordinated response to any foreign aggression against Qatar.”
Israel’s Attack in Doha
In early September 2025, the Israeli military launched airstrikes on a residential compound housing a number of Hamas leaders in Doha, as they gathered to discuss a US proposal for a ceasefire in Gaza. The attack killed five group senior members, in addition to a Qatari serviceman.
During a trilateral phone call hosted by Trump at the White House, Israel’s Prime Minister, Benjamin Netanyahu, on Monday apologized to Qatar’s Prime Minister, Sheikh Mohammed bin Abdulrahman Al-Thani, for violating Qatari sovereignty and killing a Qatari citizen during the Doha attack, the White House said in a statement.
