Saudi Arabia Spotlights Game-Changing Foreign Homeownership Law at Cityscape Global 2025
Saudi Arabia’s new foreign homeownership law will be under the spotlight at Cityscape Global 2025, the world’s premier real estate event that kicked off today, November 17, in Riyadh, according to the Arabian Business.

The four-day exhibition brings together more than 170,000 participants, 550 industry exhibitors and 470 world-class speakers from all over the world.
Themed “The Future of Urban Living,” the event serves as a unique strategic platform that further solidifies Saudi Arabia’s position as a prestigious hub for real estate investment.
Foreign Homeownership Law
The Cityscape Global 2025 will highlight the newly approved Foreign Homeownership Law, a landmark legislation allowing non-Saudis to purchase officially registered properties in designated areas starting in 2026. Therefore, it is poised to capture remarkable global investment and strengthen Saudi Arabia’s standing as a vibrant real estate market.
Five categories of non-Saudis will be eligible, including foreign individuals, foreign companies, Saudi companies with foreign shareholders, non-profit entities, and diplomatic missions.

Future of Living Summit

DnA Stage
Meanwhile, the DnA Stage provides participants with a networking hub, gathering an elite group of award-winning urban planners, pioneering architectural firms, and sustainability experts, while connecting them with the region’s most prominent innovators.
Innovation Arena
As for the Innovation Arena, it will invite the attendees to take part in numerous interactive competitions such as the Cityscape Innovation Challenge and the ROSHN Hackathon. The arena will encourage participants to introduce innovative solutions that perfectly align with the objectives of the new foreign homeownership law.
Investor Programme
By bringing together institutional investors from over 20 countries, the Investor Programme seeks to stimulate foreign direct investment in Saudi Arabia’s real estate and infrastructure sectors.
ESTAAD
Supported by the Saudi Ministry of Sport, ESTAAD will address the integration of the global stadium and mega-event infrastructure ecosystem into the Kingdom’s broader urban and entertainment development narrative. Running through November 20, Cityscape Global 2025 is organized in collaboration with the Ministry of Municipalities and Housing, Vision 2030, and the Housing Program.
